People & Culture Director

POSITION OVERVIEW Scion Staffing has been engaged to conduct a search for a People & Culture Director for a respected nonprofit organization dedicated to strengthening communities through compassionate, mission-driven services. This full-time leadership opportunity is based in Portland, Oregon, and offers the chance to shape organizational culture, lead strategic human resources initiatives, and partner with executive leadership to build a thriving, inclusive workplace. Partner with executive leadership to develop workforce strategies, coach leaders, strengthen organizational culture, and support employee engagement and retention. Ensure compliance with all applicable federal, state, and local employment laws while overseeing workplace investigations, policy development, risk management, and HR best practices. Lead compensation and benefits programs, including vendor management, annual planning, market analysis, and recommendations that promote competitive and equitable employment practices. Drive continuous improvement of HR systems, policies, and processes to enhance operational efficiency, employee experience, and organizational effectiveness. Manage departmental initiatives, budgets, and resources while representing the organization with board members, community partners, regulatory agencies, and external stakeholders. QUALIFICATIONS Bachelor's degree in Human Resources, Business Administration, or a related field required; Master's degree preferred Five or more years of progressive Human Resources leadership experience SPHR or SHRM-SCP certification strongly preferred Extensive knowledge of employment law, employee relations, compensation, benefits, and HR compliance Experience leading workplace investigations, coaching leaders, and managing organizational change Strong leadership, communication, relationship-building, and strategic planning skills Experience with HRIS systems and Microsoft Office Suite Nonprofit and/or behavioral health experience strongly preferred COMPENSATION AND BENEFITS This fulltime opportunity offers a salary of $105,000–$115,000, depending on experience, plus eligibility for a quarterly bonus program.
