STGi is seeking Qualified Fiscal Manager to join our team. The Fiscal Manager will have a knowledge base on proper allocation of financial transactions with expenditures, payroll processes, inventory maintenance, budget preparation, audit and regulatory knowledge with accurate reporting. The Fiscal Manager will ensure efficient fiscal and administrative function and will support/monitor quality programmatic assistance to Head Start (HS) and Early Head Start (EHS) grantees as well as supporting Federal staff with high quality grants management services. This position will be fully remote.

Key Responsibilities:

· Fiscal management of/all Head Start Program Grants and contracts.

· Prepares and maintains all Head Start Fiscal records and reports required by internal fiscal procedures, applicable grant terms, performance standards, the Office of Management and Budget (OMB), the Internal Revenue Service (IRS) and all independent fiscal and program auditors.

· Monitors income and expenses of the Head Start grantees for proper allocation to funding sources and compliance with grant requirements.

· Participates in the development and annual renewal of lease contracts.

· Prepares STGi and Grantee employee contracts.

· Coordinates of annual inventory requirements.

· Oversees monthly accounts payable process to assure all expenses are accurately processed and allocated for Head Start and Early Head Start.

· Prepares and ensures quality of written reports, correspondence, and other documents.

· Conducts regular 1:1 supervision meetings with direct reports to evaluate staff performance and provide ongoing supervision and oversight, observation, coaching and professional development for all staff.

· Maintains information necessary to provide fiscal reports needed to OHS NIC.

· Ensures all fiscal aspects are prepared with detail and submitted within the provided deadlines to ensure continued grant funding.

· Work cooperatively with program and independent fiscal auditors to provide all needed financial information concerning the Head Start Grantees.

· Attend applicable professional development activities, meetings, and professional development sessions.

· Oversee process of timesheet tracking for all STGi employees and consultant(s).

· Maintains standards of confidentiality regarding Grantees, STGi staff, children, and families.

· Participates in national and regional work groups and meetings as directed by OHS NIC.

· Participates in regular Grantee, STGi, OHS NIC calls, and attends required meetings.

· May carry a caseload and support grantees as appropriate.

· Ensures the timely and accurate completion of OHS NIC required reports.

· Minimum Qualifications:

· Bachelor’s Degree in accounting, business, fiscal management, or a related field or a certified public accountant.

· Five to eight years' experience in auditing, monitoring, fiscal management, state, and federal grant administration; or an equivalent and relevant combination of education and experience.

· Thorough knowledge of principles and practices of accounting and municipal finance.

· Extensive knowledge of the laws governing the administration of state and federal grants.

· Capability to maintain detailed and extensive records and to prepare reports effectively under time constraints to meet deadlines.

· Capability to deal tactfully and appropriately with local, state, and federal agencies and officials.

· Capability to coordinate with other departments and work well with others in a variety of settings.

· Aptitude to communicate effectively.

· Proficient computer skills and familiarity with Microsoft Office, fiscal management, and accounting software.

· Mathematical aptitude and organizational skills.

· Capacity to work effectively in a virtual environment.

· Must have valid driver's license and successfully pass a Motor Vehicle Records (MVR) check.

· Ability to travel as required.
