LICENSING PROGRAM ANALYST

Job Title: Licensing Program Analyst (LPA) Location: Riverside, CA Salary: $3,938.00 – $7,351.00 per month (New to State candidates will be hired at the minimum salary of the classification or minimum of alternate range, if applicable). Work Type: Permanent, Full Time; Hybrid telework arrangement subject to change. Responsibilities Under the supervision of a Licensing Program Manager I (LPM I), the LPA is responsible for a full range of licensing duties. Developing and implementing orientations/training programs for new licensees and staff. Reviewing applications and recommending license approval or denial. Performing on‐site facility evaluations to assess compliance with statutory and administrative law. Investigating complaints in licensed and unlicensed facilities and preparing administrative actions (denial, revocation, suspension). Issuing civil penalties and identifying cases requiring administrative or misdemeanor prosecution. Maintaining regular contact with licensees, facility staff, children in care, parents or responsible parties, and the public, as well as coordinating joint visits with fire marshals, long‑term care ombudsmen, client advocates, law enforcement, and other agencies. Ensuring compliance to prevent health and safety hazards that could lead to neglect, abuse, injury, or death. Receiving training and general instruction on licensing policy and division goals; performing quality assurance evaluations as experience increases. Minimum Requirements Experience in licensing, investigations, or related public service roles. Ability to interpret and enforce policies and regulations. Competence in managing a caseload of licensing activities. Strong communication skills, both verbal and written. Valid California driver’s license and ability to travel as required. Physical ability to lift and carry up to 25 pounds, climb stairs, sit for extended periods, and operate a computer and keyboard. Working Conditions Hybrid work arrangement; telework schedules are subject to change. Must report for in‑office work and attend in‑person events as required.
