Substance Abuse Program and Services Manager

The Position

This position provides leadership and oversight of Mendocino County's substance use disorder programs and services, including program operations, provider coordination, compliance, quality improvement, and implementation of Drug Medi-Cal Organized Delivery System (DMC-ODS) requirements. Leads efforts to ensure accessible, effective, and compliant services while supporting continuous improvement of the SUD system. The current vacancy is in Ukiah.

The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions, should they occur.

Under administrative direction provides management level oversight over alcohol and other drug program staff and performs highly complex professional level functions involving the development, implementation and maintenance of various prevention and treatment programs, including identifying needs; managing the administration of grants; developing contracts; developing policies and procedures; and overseeing fiscal and administrative functions associated with programs.

Manager Academy is mandatory for all managers and consists of nine courses that must be completed within two years. Participation is required and completed during work hours.

Job Requirements and Minimum Qualifications

Duties may include but are not limited to the following:

• Oversee program/s and supervise staff in the provision of clinical treatment and prevention services. Establish priorities, goals, and objectives consistent with division and department policies and procedures. Participate in the negotiation, development and monitoring of contracts with providers; assists in the initiation and management of policies and procedures appropriate to the administration of such contracts; develop and coordinate the provision of statistical/database material for reports and program analyses; interpret laws, rules and regulations pertaining to assigned program; ensures program compliance with requirements, and coordinates program activities with other organizations and/or units; participate in the preparation and monitoring of program budgets, work plans and other administrative and fiscal functions, including: determining goals and objectives; reviewing and analyzing project budgets; correcting errors; reviewing billing statements and authorizing payments.
• Carry out management/supervisory responsibility in accordance with policies, procedures and applicable laws including: assisting in interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
• Manage the development, implementation and/or administration of prevention and treatment programs
• Serve as a member and/or chair of various committees, meetings, teams and/or boards; participate in strategic planning, problem solving and goal setting activities; and collaborates, persuades, and negotiate with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Develop policies, procedures and strategic plans applicable to program administration.
• Provide consultation to public and private employers, schools, criminal justice system and other on the development of health and human services programs. Respond to program service inquiries. Attend conferences and meetings to discuss treatment options available within the County as well as other service options within the surrounding community.
• Make presentations to agencies/organizations regarding programs offered. Conduct workshops in health and human services related issue. Coordinate and/or conduct in-service training for staff, other professionals, business personnel and other groups and individuals.
• Ensure and maintain the confidentiality of health information of participants.
• Prepare complex, routine and non-routine reports as requested utilizing a variety of software; receive, sort, and summarize material for the preparation of reports; prepare work reports; creates forms; and relay and interpret administrative decisions, policies and instructions.
• Monitor productivity/work flow and resolves problems to ensure deadlines are met.
• Maintain and upgrade knowledge, skills, and development by attending seminars, meetings and training programs and reading trade and professional journals and publications.
• Enter and retrieves information into a computer terminal; uses the computer system to retrieve a variety of daily, monthly and yearly reports.
• Perform other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

Bachelor's degree from an accredited four-year college or university in Public Health, Social Science or related field; AND four (4) years of progressively responsible experience providing treatment services in an alcohol and other drug (AOD) treatment facility with at least one (1) year experience in supervisory duties and oversight of a program or unit.

Depending upon assignment may require experience specific to either adult or adolescent populations.

Substitution: Four (4) years of full-time experience performing professional level AOD counseling in a treatment facility may be substituted for the education requirement.

Licenses and Certifications:

Valid Driver's License

Drug and Alcohol Counseling Certificate from accredited college or university, or Marriage and Family Therapist,(MFT), Licensed Clinical Social Worker, (LCSW) or Licensed Psychologist.

AOD Counselors Certification per CA Code Regulations Chapter 8: Certification of Alcohol and Other Drug Counselors

Incumbents must possess and maintain, or obtain and maintain, all licenses, certifications, registrations, and/or other requirements identified in the minimum qualifications, as applicable, and within the timeframes specified. These requirements are conditions of continued employment and minimum qualifications for the position. Failure to possess, obtain, or maintain any required license, certification, registration, or other requirement within the specified timeframe may result in rejection during the probationary period, or disciplinary action, up to and including termination of employment.
