JAMES ISLAND COUNTY PARK ASSISTANT PARK MANAGER II Job Location: James Island County Park (871 Riverland Drive, Charleston, SC 29412) Annual Salary: $72,682.37 FLSA Status: Exempt The Assistant Park Manager II supervises the Campground Manager and Operation Manager II-Splash Zone, Operations Manager II- Food & Beverage, Operations Manager II-Daypark, Operations Manager II-Special Events. Assists in managing and performing the efficient and effective management of the James Island County Park (JICP). Assists in managing the customer experience to ensure exceptional customer satisfaction. This includes providing clean, safe, reasonably accessible, well maintained, quality park facilities and services to the public. Supports park programs and special events including The Holiday Festival of Lights and other park activities as needed. Requires evening, weekend and holiday work, and “On call” status for emergency situations. On-site work environment. Specialized Duties and Responsibilities Assists in managing staff in the efficient daily operation of JICP and its facilities including the campground and cottages, Splash Zone Waterpark, rental facilities, Spray Play water feature, dog park, trails and disc golf course. Assists in managing the Holiday Festival of Lights (HFOL). Ensures that the park facilities adhere to standards that protect the historical, cultural and natural resources. General Duties and Responsibilities Assist with managing all aspects of facility rentals, bikes, boats and other rental equipment, park food and retail purchasing and sales, and inventory control. Assists with managing the Park Maintenance and Repair (PMR) process which includes identifying projects, design review, procurement, project management and completion. Organizes and coordinates year-round for the Holiday Festival of Lights (HFOL) operations. Provides onsite assistance for special events and programs. Responds to emergency situations. Executes the recruitment, selection, training, evaluation and performance improvement of full-time and part‑time personnel as assigned. Delivers exceptional customer service by responding to public inquiries, suggestions, complaints, and requests regarding the agency's facilities and services. Builds public awareness of the parks through community involvement. Represents the agency in a highly professional manner through presentations, business meetings, and other business interactions. Participates in the strategic planning process. Recommends Facility Repairs and Renovation Projects (FRRP) and Capital Improvements projects for park facilities. Assists with managing the fiscal duties of the Parks facility including the research, planning, recommendations, creation and management of the facilities budget. Assists with identifying, assessing and implementing revenue opportunities while controlling expenses. Participates in the annual fees and changes review process. Monitors cash control procedures. Assists with managing the safety training, records management, inspections and incident reports for the parks facility to ensure compliance with OSHA, SC DNR, CCPRC and other regulatory bodies. Assists with managing the proper training and monitoring of equipment, tool and vehicle operation, safety, and maintenance. Manages the proper implementation of certain aspects of the agency Emergency Action Plan (EAP). Maintains affiliations and certifications with appropriate professional organizations including the South Carolina Recreation and Park Association, National Recreation and Park Association, and others in accordance of this position's duties. Maintains professional relationships with outside agencies to include, but not limited to, law enforcement, local governments, and SC DNR. Performs all other duties as assigned. Education and Work Experience Requirements A bachelor's degree from a college or university in park and recreation administration, or a related field with five years' experience is preferred. This may be offset by an offset with an associate’s degree and six years of experience, or a high school diploma or GED and eight years' experience required. SC DOT Emergency Medical Responder preferred. Must pass a drug test and criminal background and motor vehicle driving record check and shall possess and maintain a valid Driver's License. Verification of Education as listed on Minimum Requirements in job description. Sufficient knowledge of park and recreation administration, with extensive management experience in the operations of park facilities and enterprise operations. Sufficient knowledge of aquatic, campground and cottage operation, and special events. Sufficient knowledge of park food service, and retail sales and inventory. General knowledge of maintenance principles and techniques for park facilities and grounds. General experience in training staff on various equipment and vehicles. Extensive knowledge of safety regulations and personal protection equipment. Extensive experience in first aid training up to, and including, USDOT Emergency Medical First Responder and/or EMT certification Extensive experience in interacting effectively with agency officials, contractors, inspectors, and vendors Extensive experience in using common office technology hardware and software to perform job functions Extensive experience in actively listening and expressing ideas clearly and concisely, in oral and written form, to small and large groups Extensive experience in recognizing, researching, analyzing and solving problems both independently and within teams. Extensive experience in managing time, personnel and other resources to produce quality work and achieve established goals with minimal supervision. Extensive experience in recruiting, interviewing and hiring qualified candidates, and developing employees through supervising, mentoring, evaluating, and disciplining. Extensive experience in effectively following instructions with minimum supervision, accepting directions from supervisors, and accepting constructive criticism. Extensive experience in establishing and maintaining harmonious working relationships with fellow employees and dealing courteously and firmly with the public. Extensive experience in providing outstanding customer service. Extensive experience in intra‑agency collaboration. Extensive knowledge of proper cash and credit card handling practices including daily cash counts and deposits. Sufficient knowledge of fiscal management principles including development and management of annual budgets, maximizing revenues, controlling expenses, and adhering to procurement procedures in accordance with standard financial practices. Working Conditions and Physical Requirements This working position requires frequently moving and remaining stationary in an office environment; frequently moving and remaining stationary in indoor park facilities; frequently moving and remaining stationary outdoors; frequently traversing outside terrain such as concrete, pavement, grass, dirt, gravel and sand; frequently writing, reading, processing and moving documents; frequently operating equipment such as computers, copiers, printers, scanners and cash registers; frequently handles, counts, and processes cash and credit card transactions; occasionally is required to operate machines and equipment such as power and hand tools, and frequently operates vehicles such as cars, trucks, and golf carts; occasionally assists customers into watercraft such as pedalboats, and onto rental bicycles, and aids in dispensing propane.; frequently communicating with staff and the public in person, online, and by phone; frequently traveling to central and remote locations throughout Charleston County; frequent exposure to extreme weather conditions such as heat, cold, precipitation, wind, sunlight and humidity; frequently moving, lifting, and transporting equipment and miscellaneous items weighing up to 25 pounds and to height of 3-4 feet.
