Position Summary:The Director of Finance provides strategic and operational financial leadership for River Valley Counseling Center. Reporting to the Chief Financial Officer of ServiceNet, Inc., this position is responsible for the full scope of financial management functions including financial reporting, budgeting, audit oversight, revenue cycle management, compliance, and internal controls. The Director directly supervises the Controller, the Billing Director and the Fiscal Contracts & Accounting Specialist.
The Director exercises significant independent judgment and decision-making authority on matters of financial significance, serves as a key resource to program leadership on financial matters, and represents RVCC’s fiscal interests in coordination with ServiceNet’s central Finance function.
This position will be reporting to our Springfield site located at 220 Brookdale Drive.
Key Responsibilities:Financial Leadership and Strategic Planning
- Serve as RVCC's senior financial leader and primary financial advisor to the ServiceNet CFO and RVCC leadership, providing analysis, recommendations, and decision support on matters affecting organizational performance and sustainability.
- Lead the annual budget and forecasting process in partnership with the ServiceNet CFO and RVCC program leadership, ensuring budgets reflect program capacity, contract requirements, staffing plans, strategic priorities, and consolidated reporting needs.
- Monitor organizational financial health, liquidity, funding gaps, financial risks, and emerging opportunities; present findings and recommended corrective or strategic actions to leadership.
- Participate in ServiceNet-wide financial planning, reporting, and intercompany activities and ensure RVCC information is accurate, timely, and aligned with parent-organization requirements.
Government Contracts, Grants, and Program Finance
- Manage the financial components of the full contract and grant lifecycle, including review, execution, budget development, amendments, invoicing, reporting, compliance monitoring, and closeout for state, federal, and other funded programs.
- Serve as RVCC's primary fiscal contact with state agencies and other funders for contract questions, audits, financial reporting, and deadlines; interpret terms and identify compliance, allowability, and cost-allocation requirements.
- Review and approve contract budgets, budget modifications, invoices, and required financial deliverables, and provide financial modeling to support renewals, proposals, negotiations, and new program opportunities.
- Oversee subrecipient financial monitoring when RVCC serves as a pass-through entity and ensure practices are consistent with applicable guidance and funder requirements.
- Partner with program leaders to review budget-to-actual performance, analyze variances, forecast results, develop corrective action plans, and strengthen financial literacy and contract-management practices.
Financial Reporting, Accounting, and Cash Management
- Oversee the accurate and timely preparation of monthly, quarterly, and annual financial statements in accordance with generally accepted accounting principles and nonprofit accounting standards, including FASB ASC 958.
- Prepare and present clear financial reports and narrative analysis to the ServiceNet CFO and other leaders, and coordinate consolidated reporting, intercompany activity, eliminations, and funder-required financial reports.
- Oversee preparation and timely filing of the IRS Form 990 and applicable state tax, regulatory, and financial filings in coordination with ServiceNet and external accountants.
- Provide direct supervision and oversight to the Controller and ensure effective controls over payroll, accounts payable, general ledger activity, journal entries, account reconciliations, vendor management, and staff-accounting functions.
- Oversee daily cash management, bank-account controls, wire transfers, electronic payments, and rolling cash-flow forecasting to support liquidity planning and informed financial decisions.
Revenue Cycle Management
- Provide strategic oversight of RVCC's revenue cycle function, including direct management of the Billing Director and coordination with external billing consultants or vendors.
- Monitor key performance indicators, including days in accounts receivable, denial rates, collection rates, aging, payer mix, and other revenue-cycle trends; identify issues and direct timely corrective action.
- Ensure billing practices and revenue-cycle workflows comply with payer requirements, HIPAA, contractual obligations, and applicable state and federal behavioral health billing regulations.
- Lead or support payer-contract review, reimbursement analysis, and financial modeling to evaluate the impact of rate changes, contract terms, service mix, and operational decisions.
Audit, Compliance, and Internal Controls
- Serve as RVCC's primary liaison for the annual financial statement audit, Uniform Financial Report audit and filing, Uniform Guidance or single audit when applicable, and any funder-required program-specific audits or financial reviews.
- Oversee audit schedules, the Schedule of Expenditures of Federal Awards, supporting documentation, staff responses, draft-report review, management responses, and corrective action plans; coordinate RVCC activity with ServiceNet's central Finance team.
- Design, implement, evaluate, and maintain a strong internal-control environment across Finance operations, including segregation of duties, approval authority, reconciliations, fraud-prevention measures, and periodic risk assessments.
- Ensure compliance with 2 CFR Part 200, Massachusetts contract requirements, nonprofit GAAP, funder terms, and other applicable requirements; maintain a documented and consistently applied Cost Allocation Plan.
- Analyze funding restrictions and allowable costs to maximize appropriate program resources, and stay current on regulatory changes affecting nonprofit finance, government contracting, audits, reporting, and behavioral health billing.
Staff Leadership and Organizational Collaboration
- Lead, mentor, evaluate, and develop Finance team members; establish performance expectations, support professional development, and manage workload distribution to promote accuracy, accountability, and continuous improvement.
- Build effective working relationships with program, Human Resources, operations, information technology, and RVCC’s staff to improve financial understanding, communication, and collaborative problem-solving.
- Serve as an active member of RVCC senior leadership and contribute financial perspective to organizational planning, policy development, operational initiatives, and decisions extending beyond the Finance function.
Systems, Data, and Process Improvement
- Oversee accounting software and financial systems, including data integrity, user-access controls, reporting capability, and efficient workflows.
- Collaborate with ServiceNet information technology and operational teams on integrations between the electronic health record, billing platforms, payroll systems, and general ledger.
- Identify and lead process improvements, reporting enhancements, and technology initiatives that strengthen accuracy, efficiency, controls, decision support, and audit readiness.

Required:
- Bachelor’s degree in Accounting, Finance, or a closely related field.
- Minimum 7 years of progressive experience in nonprofit finance or accounting, with at least 3 years in a supervisory or director-level role.
- Demonstrated experience directly managing MA state and/or federal contracts — including execution, amendments, invoicing, reporting, and closeout — ideally within a nonprofit or government-funded human services environment.
- Demonstrated experience with nonprofit fund accounting and GAAP as applied to nonprofit organizations (FASB ASC 958).
- Experience managing or overseeing third-party billing and revenue cycle operations, including MassHealth or Medicaid billing.
- Experience coordinating or managing an annual financial statement audit, UFR Audit and/or single audit.
- Demonstrated ability to design and implement internal controls and manage compliance requirements across multiple funding sources.
- Strong leadership, communication, and interpersonal skills, with the ability to translate financial concepts for non-financial audiences.
- Advanced proficiency in Excel (pivot tables, VLOOKUP/INDEX-MATCH, financial modeling) and financial systems reporting (e.g., MIP or comparable platform).
- Exceptional attention to detail and the ability to manage competing deadlines across multiple programs and funders
Preferred:
- Master’s degree in Accounting, Finance, Business Administration, or Public Administration.
- CPA license (active or inactive) strongly preferred.
- Experience in behavioral health, human services, or community mental health nonprofit finance.
- Familiarity with Massachusetts state agencies including EOHHS, DPH, DDS, and MassHealth contracting and reporting requirements.
- Experience working within a multi-entity nonprofit structure or affiliate relationship.
- Experience with EHR-integrated billing platforms and revenue cycle analytics.
- Experience with MIP accounting software.
- Experience supporting audit preparation and responding directly to state agency inquiries.
