(LFCD) is a community development non‑profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides community development real‑estate facilities and a diverse workforce, education, and human service that directly support predominantly low‑income US‑born high‑barrier families and individuals, refugees, immigrants, transitional‑age youth, seniors, and other special populations such as individuals with disabilities. Job Summary: LFCD is seeking a qualified and motivated Program Specialist for the Refugee School Impact (RSI) Program. The Program Specialist is responsible for coordinating and supporting self‑sufficiency services for ORR‑eligible Refugee and Asylee families of school‑age children and youth, and families of children ages 0–5. This position provides direct client support, workshop coordination, case management, employment assistance, youth engagement activities, and collaboration with community partners to ensure successful service delivery. This position requires being stationed at the Sacramento office and will report to the program supervisor, with coordination with the Program Manager, as needed. Roles and Responsibilities Coordinate self‑sufficiency and job readiness workshop series for ORR‑eligible youth and families while also providing ongoing case management services Schedule and coordinate one‑on‑one coaching, navigation, and support sessions with participants. Provide translation, interpretation, and navigation support as needed. Support participants with employment readiness activities, youth engagement activities, educational workshops, conferences, and community events Assist families with housing resources, referrals, connections to community services, and supportive services. Complete eligibility screening, intake, enrollment documentation, and participant assessments. Maintain accurate and organized participant physical files, electronic records, case notes, and service documentation. Conduct outreach activities and collaborate with schools, employers, community organizations, and referral partners. Coordinate supportive services and referrals to ensure participants receive comprehensive assistance. Participate in team meetings and coordinate services with supervisors, management staff, and partner agencies. Prepare reports and maintain compliance with program requirements, grant guidelines, and agency policies. Ensure services are delivered using trauma‑informed, culturally responsive, and client‑centered approaches. Perform other duties as assigned by the Site Supervisor. Requirements and Qualifications Bachelor’s degree in Social Work, Human Services, Psychology, Education, Sociology, or a related field preferred. Two years of relevant experience may substitute for education. Experience working with diverse populations including but not limited to: Refugee, Asylee, immigrant, or underserved communities preferred. Bilingual in Dari, Farsi, or Pashto preferred. Knowledge of employment services, public benefits, workforce development, and community resources. Strong organizational, communication, and case management skills. Ability to maintain confidential records, files, and documentation. Experience facilitating workshops, trainings, or group sessions preferred. Proficiency in Microsoft Office, Google Workspace, and data entry systems preferred. Attention to detail, ability to perform under a high level of stress, problem solver, strong communication skills, both verbally and in writing, mature and full of integrity, detail‑oriented, and ability to operate as a team player. Understand and uphold all Lao Family policies as outlined in the Lao Family Policies and Procedures Manual Compliance with all state and federal laws and regulations as they pertain to the position, including sexual harassment, Mandated Reporting, Scope of Practice, OSHA, etc. Must have excellent leadership skills, with steadfast resolve and personal integrity. Able to travel to different office locations on an as needed basis and have a flexible schedule on some evenings and weekends for events. Must pass a background check.
