Air Pollution Specialist for Cap-and-Trade Program Auction Team The Climate Change Planning Section of the Climate Change Program Evaluation Branch in the Industrial Strategies Division has an opening for an enthusiastic Air Pollution Specialist to support the operation of the California Cap-and-Trade Program and continued implementation and development of the Cap-and-Trade Regulation. The Climate Change Planning Section is responsible for implementing program requirements, notably the design, operation, and maintenance of the tracking system and auction platform. Under the direction of an Air Resources Supervisor I, the successful candidate will work as a member of a team that in collaboration with linked jurisdictions designs, tests, and operates the WCI, Inc. cap-and-trade tracking system and auction platform implementing our regional greenhouse gas reduction program, manages cap-and-trade auctions and reserve sales, supports user registration, and performs essential jurisdiction operations in the tracking system. The Air Pollution Specialist will review the Cap-and-Trade Regulation and amendments, translating regulatory requirements into business rules and functional requirements for application development, and prepare operating procedures and training materials for the tracking system, the registry, and the auction platform. Air Pollution Specialists in this section are subject matter experts in the day-to-day operation of the tracking system and auction platform with expertise in user registration, account management, instrument transactions, compliance retirement processes, as well as the annual cycle of cap-and-trade auction and reserve sales, including event application, bid guarantee processing, hosting, certification and settlement of events, currency exchange, and allowance distribution. You will find additional information about the job in the Duty Statement . Working Conditions This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency\'s discretion and is based on the California Air Resource Boards\' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. Position located in a high-rise building. Requires being stationary, consistent with office work, for extended periods.
