Program Specialist – City of Sacramento The Community Development Department, Code Compliance Division, is seeking a knowledgeable and highly motivated Program Specialist to implement and manage the City’s Tenant Protection Program. The Tenant Protection Program was established by City Council in 2019 to protect renters from excessive rent increases and unjust evictions. Work Location This position may involve intermittent remote work with supervisor approval. Candidates must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite. Key Responsibilities Evaluate and enhance administrative policies and procedures for the Tenant Protection and Rental Housing Programs. Supervise personnel who support the Rental Registry, Rental Housing Inspection Program, and program hearings. Develop and manage the Tenant Protection Rental Registry database. Collaborate with internal and external departments regarding program coordination. Facilitate outreach meetings with landlord and tenant stakeholders. Track and analyze legislation related to landlord/tenant issues and prepare statistics, reports, and data. Plan, coordinate, and administer a project or program with department or Citywide impact; supervise, train and evaluate the work of professional, technical and clerical staff. Confere with department heads, division managers, professional staff and other officials regarding administrative needs and requirements related to the program or project; represent the program in contacts with news media, business and civic organizations, other City departments, and outside public and private agencies. Interpret new policies, procedures, and regulations, and develop new or amended programs or projects as needed; monitor program objectives to assure compliance with state and administrative regulations and program guidelines. Conduct studies and surveys, perform research and analysis, and prepare recommendations for department management; monitor and evaluate program effectiveness and outcomes; create and implement program policies and procedures; develop guidelines, forms and related documents. Review grant opportunities; compile and analyze information for preparation of grants, contracts and agreements; negotiate terms; implement, monitor and prepare reports on conduct and performance of grants. Identify program, project or system enhancements; select and coordinate installation of new and revised programs and systems. Provide exceptional customer service to those contacted in the course of work. Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification. Methods and practices of modern office management. Principles and practices of program management and administration. Technical report writing. Methods of analysis. Principles and practices of supervision. Required Skill Managing multiple tasks and deadlines. Customer service, including dealing with people under stress, and problem solving. Use of computers, computer applications, and software. Required Ability Effectively plan, develop, and implement a comprehensive program with a broad scope and high degree of complexity. Supervise and direct professional, technical, and clerical staff. Analyze fiscal problems and make sound policy and procedural recommendations. Make effective presentations to public officials, committees, and outside agencies. Establish and maintain effective working relationships with employees and the general public. Prepare technical and analytic reports. Communicate effectively, orally and in writing. Make program or project changes based on analysis of results, new legislation, or departmental changes. Meet multiple deadlines. Experience Four years of progressively responsible professional-level administrative experience. Education A Bachelor's Degree from an accredited four‑year college or university with major coursework in business or public administration or a closely related field. Additional qualifying experience may substitute for the required education on a year‑for‑year basis. Proof of education (e.g., transcripts or degrees) will be required at the time of appointment.
