Compliance Manager

Compliance & Regulatory OversightMonitor compliance with requirements established by NYC Public Schools/DOE, DYCD, DOHMH, SACC, funders, and other applicable regulatory bodies.Track requirements related to staffing, staff qualifications, attendance, supervision ratios, safety, training, reporting, licensing, and documentation.Maintain compliance calendars, trackers, checklists, certifications, and regulatory records.Monitor changes in applicable requirements and communicate updates to appropriate staff.Maintain organized, accurate, and audit-ready compliance files.Human Resources & Employee CompliancePartner with Human Resources to ensure staff meet required qualifications and compliance standards prior to program placement.Track required background checks, fingerprinting, clearances, medical documentation where applicable, certifications, and mandated trainings.Monitor expiration dates, renewals, and outstanding employee compliance requirements.Support compliance reviews during onboarding, transfers, promotions, and program assignments.Maintain confidentiality of personnel, medical, regulatory, and investigative information.Audits, Licensing & Corrective ActionCoordinate preparation for audits, licensing reviews, monitoring visits, funder reviews, and regulatory inspections.Conduct internal compliance reviews and identify deficiencies before external monitoring.Maintain records of findings, corrective action plans, responses, and supporting documentation.Track corrective actions through completion and escalate unresolved or high-risk findings.Support preparation of formal responses to regulatory or contractual findings.Program Site ComplianceConduct routine compliance monitoring visits at RTS program locations.Review required documentation, health and safety practices, staffing requirements, emergency preparedness, required postings, and other applicable standards.Provide written findings and recommended corrective actions following site reviews.Work with program leadership to improve ongoing compliance and inspection readiness.Escalate significant or repeated compliance concerns to the Senior Director of Human Resources and appropriate leadership.Systems, Policies & Process ImprovementMaintain compliance-related tracking systems and organizational documentation processes.Support use of government and partner systems, including applicable DYCD and DOE platforms.Develop dashboards and reports to monitor compliance status, trends, deadlines, and risks.Assist with development and updating of compliance-related policies, SOPs, forms, checklists, and internal controls.Identify gaps in workflows and recommend practical improvements.Training & Technical AssistanceDevelop and facilitate compliance training for staff and leadership.Coordinate mandated training requirements and maintain completion records.Create guides, checklists, SOPs, and reference tools to support consistent implementation.Provide technical assistance to staff regarding compliance, documentation, incident reporting, and regulatory expectations.Risk Management & Cross-Functional CollaborationIdentify operational, personnel, safety, and regulatory risks and escalate concerns appropriately.Monitor trends involving incidents, missed deadlines, documentation deficiencies, and recurring findings.Recommend preventive and corrective actions to strengthen organizational compliance.Collaborate with Human Resources, Program Leadership, Operations, Finance, and Executive Leadership.Serve as a compliance resource to Program Directors and other site-based leadership.Promote a culture of accountability, youth safety, ethical practice, and continuous improvement.Other DutiesPerform additional duties as assigned by the Senior Director of Human Resources in support of organizational priorities and program quality.Education: Bachelor’s degree in Public Administration, Human Resources, Business Administration, Nonprofit Management, Education, Youth Development, Social Work, or a related field required; Master’s degree preferred.Experience: Minimum of 3–5 years of relevant experience in compliance, youth development, nonprofit administration, education, human resources, government-funded programs, or quality assurance.Experience within a youth-serving nonprofit, after-school program, community-based organization, or regulated human-services environment strongly preferred.Familiarity with NYC youth-serving systems such as DYCD, NYC Public Schools/DOE, DOHMH, SACC, or similar government requirements preferred.Experience supporting audits, monitoring visits, licensing reviews, or regulatory inspections preferred.Strong organizational, analytical, written, verbal, and problem-solving skills.Ability to manage multiple deadlines while maintaining accuracy and attention to detail.Proficiency with Microsoft Office Suite, Google Workspace, and compliance/data tracking systems. #J-18808-Ljbffr
