Voluntary Service Specialist

Summary These positions serve as Voluntary Service Specialists within the facility's CDCE/Voluntary Service office reporting directly to the Assistant Chief. The employee has responsibilities related to the full scope of business for each of the interrelated lines of business – which include Voluntary Service, Philanthropic Engagement, and Partnership Solutions. Qualifications TO QUALIFY FOR THIS POSITION AT THE GS-11 GRADE LEVEL – YOU MUST MEET ONE OF THE FOLLOWING CRITERIA: Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS‑9) in the Federal Service that is directly related to the work of the position and equips the candidate with the knowledge, skills, and abilities to successfully perform the duties of a Voluntary Services Specialist. Qualifying specialized experience includes managing a program of volunteers and contributing organizations within a medical or hospital setting; developing and implementing a detailed marketing plan for a specialized program; managing a program service budget and a donation needs list of an organization; applying laws and regulations governing the General Post Fund and solicitation and acceptance of donated gifts; and applying personnel management practices for interviewing, screening, placement, and counseling purposes. One (1) full year of work is considered to be 35‑40 hours per week. Part‑time experience is credited on the basis of actual time spent in appropriate activities. Applicants must clearly indicate the nature of their duties in each position and the number of hours per week spent in such employment. Substitution of Education for Experience: Successfully completed a Ph.D. or equivalent doctoral degree – or three full years of progressively higher level graduate education leading to such a degree – or an LL.M. if related, that demonstrates the knowledge, skills, and abilities necessary to perform the position. Transcripts (unofficial or official) must be submitted with the application. Education cannot be credited without documentation. Combination of Experience and Education: A combination of completed education and specialized experience directly related to the work of the position that meets these requirements. Only education in excess of a master’s or equivalent graduate education may be used to qualify applicants for the GS‑11 level. Physical Requirements and Work Environment: Work is moderately sedentary with variable standing, walking, climbing stairs, and bending. Heavy to moderate lifting may be required. The role may involve working in extreme temperatures, driving, riding in a vehicle, and traveling to off‑site clinics, community meetings, and occasional events across state and surrounding states. The position requires attendance at lengthy meetings during and after regular hours, and travel to other medical center facilities. Assisting in all aspects of the development, coordination, and management of the Center for Development and Civic Engagement (CDCE) Office and independent management of specific programs or portions of larger programs. Assisting the CDCE/Voluntary Service Officer in developing short‑ and long‑range plans for program goals and objectives. Developing and implementing programs and program changes to meet the facility’s or other VA‑affiliated program’s needs. Assisting in developing innovative, creative community outreach programs that provide volunteers and financial resources. Building and fostering a robust network with internal and external stakeholders to support the VA mission. Developing and delivering presentations to diverse groups within the facility and at off‑site community locations. Interviewing, scheduling, placement, and evaluating volunteers. Conducting follow‑up activities to ensure adequate supervision and training. Resolving issues as they arise and consulting with the CDCE/Voluntary Service Officer on policy or procedure reviews or revisions. Preparing all volunteer personnel files in accordance with The Joint Commission and VHA volunteer standards. Consulting with services across the health care system, including VHA, VBA, NCA, and community officials to publicize, analyze, and recommend improvements for programs. Conducting fact‑findings and analysis to recommend community partnerships supporting the facility or other affiliated VA programs across administrations within the catchment area. Coordinating and managing all monetary and in‑kind donations. Managing day‑to‑day operations of the organization’s development activities and conducting routine needs assessments aligned with the facility’s strategic plan. Developing tax‑deductibility documentation for all donations received. Providing education and training to staff on proper use of donation expenditures, restricted purchases, and procurement requirements. Planning and executing complex internal and external special events, including VISN‑wide and national events where the local facility is a key host or sponsor, and securing major monetary or in‑kind donations and volunteer support. Performing other duties as assigned. Work Schedule: Monday – Friday, 7:30 am – 4:00 pm or 8:00 am – 4:30 pm, including some evenings and weekends for community outreach/events.
