Administrative Officer

Veterans Affairs, Veterans Health Administration

Summary The Administrative Officer (AO) for the Care Management and Social Work (CMSW) Service, serves as full assistant to the Chief of the Service. The AO serves as the focal point of contact and resource person for providing administrative leadership and coordination in the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies, functions, activities, operations and programs for CMSW. Responsibilities Duties The AO accepts and supports the mission, vision, and values of WCHCS. performs assigned duties in a matter that promotes quality health care, VA WCHCS CMSW outstanding customer service, and the maintenance of an environment commitment to serving the Veteran. Oversees, directs, and is responsible for all aspect off the administrative functions and processes of CMSW in conjunction with the Service Chief. Represent the Chief when coordinating and/or directing the completion of administrative matters with clinical and administrative services. Delegates appropriate responsibility to support staff to ensure specific objectives are accomplished. Acts as liaison between the Chief and program coordinators/managers to direct, advise and assist on the processes and procedures of personnel management for the service, including matters involving recruitment, promotions, position classification, training, disciplinary actions, EEO, etc. Monitors personnel actions and assures that documentation relating to personnel management is completed. Serves as a liaison with Human Resources Service on personnel issues regarding Title 5 and Hybrid Title 38 employees including employee relations and recruitment. Serves as a key figure in manpower utilization assuring recruitment/retention are maintained within approved ceilings and informs management of resource utilization and workload projections within CMSW. Serves as the technical expert regarding operational problems and personnel administrative issues. Responsible for developing/writing position descriptions/functional statements, performance standards, competencies, and job analyses in conjunction with the Chief. Responsible for overseeing and tracking all required training, competency requirements, licensure, certifications, and scopes of practice to ensure ongoing compliance. Other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 For GS-09 Grade: Do you possess 1-year of specialized experience equivalent to at least the next lower grade level as listed in the announcement (1-year equivalent to the GS-7); Examples of Specialized experience would typically include, but are not limited to: Knowledge and skill in the use of computer programs such as Word, Excel, PowerPoint, CPRS, VISTA, the use of the Internet, etc., and varied functions of computer spreadsheets, database computer applications, etc., to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets and other similar products. Knowledge of human resources management principles to appropriately recruit/staff positions, develop and classify positions, identify appropriate performance measures for annual assessment purposes and provide guidance on Hybrid Title 38 and Title 5 matters. Knowledge of financial management to perform cost-benefit analysis and modify resource allocation. OR, Education:To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. GS-11 For GS-11 Grade: Do you possess 1-year of specialized experience equivalent to at least the next lower grade level as listed in the announcement (1-year equivalent to the GS-9); Examples of Specialized experience would typically include, but are not limited to: Knowledge and skill in the use of computer programs such as Word, Excel, PowerPoint, CPRS, VISTA, the use of the Internet, etc., and varied functions of computer spreadsheets, database computer applications, etc., to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets and other similar products. Knowledge of human resources management principles to appropriately recruit/staff positions, develop and classify positions, identify appropriate performance measures for annual assessment purposes and provide guidance on Hybrid Title 38 and Title 5 matters. Knowledge of financial management to perform cost-benefit analysis and modify resource allocation. Knowledge and skills in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge of the mission, organization, program goals and objectives, work processes and administration operations of health care delivery systems to evaluate and make recommendation for improving the delivery of quality patient care. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 1/2 years of creditable graduate level education and have 9 months of specialized experience equivalent to GS-09.
