This role serves as a strategic advisor and functional lead, ensuring that business needs are translated into scalable, compliant, and interoperable solutions aligned with CMS priorities.The Sr. BA will guide junior analysts, influence solution design, and ensure end-to-end traceability from requirements through implementation and operations.Lead complex requirements elicitation across multiple CMS stakeholders and business unitsDefine enterprise-level functional and non-functional requirementsEstablish and enforce requirements management standards and best practicesEnsure full traceability (RTM) from requirements through testing and deploymentSupport audit readiness and compliance reviewsEstablish documentation standards and governance processesLead analysis and redesign of end-to-end case management workflows: Intake & eligibility, Case assignment & triage case lifecycle management, and Reporting & outcomes trackingIdentify optimization opportunities and drive process reengineering initiativesAlign workflows with CMS regulatory and operational goalsDefine enterprise data requirements and governance approachesCollaborate with architects and engineers on data models, APIs, and reporting frameworksPartner with Product Owners to define and prioritize strategic backlog itemsServe as primary interface between CMS leadership, business users, and technical teamsFacilitate workshops, briefings, and solution reviewsTranslate complex technical concepts into clear business languageQualificationsBachelor's degree in business, healthcare, IT, or related field8–12+ years of Business Analysis experience3+ years supporting federal healthcare programs (CMS strongly preferred)Proven experience leading large-scale case management or healthcare IT implementationsStrong experience in Agile delivery environmentsAdvanced requirements elicitation and facilitationBusiness process modeling and reengineering (BPMN, workflow design)Data analysis, mapping, and governanceStrong leadership, communication, and stakeholder managementExpertise with tools such as Jira, Confluence, Azure DevOpsDirect experience supporting CMS initiativesPreferred QualificationsExperience with healthcare data formats (CDA, HL7, FHIR)Agile certifications (e.g., SAFe, Scrum) certificationsWork Environment/Physical DemandsThe work environment and physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
