Director of Human ResourcesReports To: Division SuperintendentWork Schedule: 12-Month Full-Time PositionSalary: Commensurate with ExperienceFLSA Status: ExemptPosition OverviewThe Director of Human Resources serves as the lead human resources administrator for Sussex County Public Schools (SCPS) a small rural district with 3 schools in Sussex County, Virginia. As a member of the Superintendent's Cabinet, the Director of Human Resources works closely with the Executive Leadership Team. The Director has an assigned HR Assistant within the HR Department. The Director of Human Resources provides division-wide leadership for the recruitment, selection, onboarding, licensure, retention, recognition, and support of highly qualified instructional and support staff. This position administers and maintains employee records and human resources information systems; coordinates personnel actions, contracts, background checks, orientations, job fairs, and related employment processes; and monitors staffing and departmental budget activities. The Director interprets and advises employees on personnel laws, regulations, policies, and procedures and helps ensure division compliance with federal and state employment requirements, including FLSA, FMLA, ADA, workers' compensation, and unemployment compensation. The Director provides human resources leadership that supports the SCPS Strategic Plan focus area of Personnel Support & Talent Development while maintaining a confidential, employee-centered, service-oriented approach to human capital management.Qualifications & RequirementsMaster's degree in Education, Business Administration, or Human Resources required.Prior experience in human resources within public education, business, or government.A minimum of five (5) years successful experience in the HR/school administration environment or comparable experience with teachers and classified staff in an educational environment.Demonstrated leadership ability and personal characteristics necessary to work effectively with administrators, teachers, parents, and community.Demonstrated knowledge and application of effective human resources principles, practices, and trends.Society for Human Resource Management (SHRM) and/or Human Resource Certification Institute (HRCI) certification preferred.Demonstrated knowledge and experience in using Human Resource Information Systems (HRIS).Proficient in the use of Microsoft Office Suite, Google applications, and various standard office technologies.Demonstrated knowledge of the K-12 education environment.Ability to work well with HR staff and clients.Ability to work and maintain confidentiality with numerous tasks in a fast paced environment.Knowledge of federal and state laws related to employment.Excellent computer, organizational, writing, and oral skills.Demonstrated commitment to the mission, vision, and values of Sussex County Public Schools.Essential Duties and ResponsibilitiesCoordinates the recruitment process, including development of a recruitment schedule, advertising vacancies, completing initial screenings, etc., that will lead to the attraction and retention of highly qualified staff.Receive, process, schedule and/or coordinate job applications, interviews, letters of reference, transcripts, background checks, teaching license applications, license renewals and/or upgrades.Monitors district staffing budgets, departmental budget allocations, expenditures, and related financial activities for the purpose of ensuring that allocations are accurate, expenses are within budget limits and/or fiscal practices are followed.Act as liaison between employees and DOE regarding licensure requirements.Create and maintain employee database and files.Plans, develops, and revises personnel management policies in accordance with Federal and state legislation for submission to the Board for adoption, and maintains personnel policy handbooks.Prepare and update Personnel Agenda and AddendumDistribute, collect, process, and file personnel status forms.Prepare contracts and reports in a timely manner.Draft letters and memos as needed related to business operations, licensure, contracts, and instruction.Contribute to school/public relations by prompt and courteous handling of all inquiries and visitors.Prepare New Employee/ Teacher/Substitute Orientations.Collaborate with internal staff to coordinate the New Teacher Mentor Program.Plan and schedule job fairs as needed.Plan and organize of employee recognition events.Maintain online application system.Ensure school district's compliance with FLSA, FLMA, ADA, Worker's Compensation, unemployment compensation, and other related federal and state regulations by interpreting provisions of the Acts.Interpret and advise employees on laws, regulations, policies and procedures regarding federal and state personnel regulations.Maintain and monitor FLSA compliance with positions throughout the school division.Serves on the Superintendent's Cabinet.Attends meetings of the Superintendent's staff upon request.Serve as the Division Title IX Liaison.Perform other duties as assigned by the SuperintendentWork ConditionsThis is a full-time, on-site administrative position located at the central office. The role requires visiting campus facilities and occasional travel to external meetings. The HR Director must be able to work flexible hours when needed during peak times to ensure deadlines are met and is expected to attend required board meetings.Physical RequirementsDemonstrate overall good health.
