STAFF AIR POLLUTION SPECIALIST

Staff Air Pollution Specialist (SAPS) The California Air Resources Board seeks a motivated Staff Air Pollution Specialist to provide federal and State policy work on the development and implementation of State Implementation Plans (SIPs) for fine particulate matter (PM2.5), PM10, and ozone. The SAPS will engage stakeholders across the state, analyze technical data, develop science‑based control strategies, and communicate policy recommendations throughout the SIP public process. Responsibilities Engage with current regulations, rules, policy, and guidance from the EPA and State agencies. Lead coordination efforts to develop ozone and PM2.5 SIPs for all non‑attainment areas, ensuring compliance with Clean Air Act requirements. Conduct emissions inventory assessments and evaluate air quality challenges in multiple jurisdictions. Perform high‑level data analysis, develop control strategy evaluations, and provide policy interpretations and recommendations. Represent CARB in joint operations, prepare briefing documents, reports, and presentations for stakeholders and the public. Maintain cooperative relationships with air districts, federal and local agencies, community groups, and industry stakeholders. Adhere to CARB policies and procedures and communicate effectively with management and teams. Qualifications Advanced degree or equivalent professional experience in air quality, environmental science, engineering, policy, or a related field. In-depth knowledge of aerosol chemistry, emission controls, and air quality modeling. Strong analytical and data‑processing skills with experience handling large datasets. Excellent verbal, written, and interpersonal communication skills. Ability to work independently and as part of a collaborative team in a fast‑paced environment. Experience in SIP development and familiarity with NAAQS and clean‑air‑act requirements. Self‑starter with attention to detail and a flexible, patient approach to changing priorities.
