Veterans Benefits Administration
Duties Provides administrative and technical support, personnel administration, data processing, file management, VSC Management staff spreadsheets, and scheduling for both the VSCM and VSC Management staff. Supports office effectiveness and responsiveness through research and analysis to assist VSC management with daily activities. Serves as the primary contact and liaison for callers and visitors, ensuring proper intake, aid, and referral of unresolved issues. Responds to telephone and written inquiries regarding general procedures and policies of the VSC department, and relieves VSCM of administrative details by coordinating and monitoring procedures. Manages protocol for attendance and participation at meetings, ceremonies, and events, assisting with logistics for VSC functions that require a VA presence and maintaining relationships with internal and external staff. Functions as timekeeper for VSC employees, ensuring Federal and agency policy adherence. Organizes and tracks employee leave, processes timecards, records and verifies leave types, and generates overtime requests in accordance with VA policies. Collects and verifies Telework Agreement forms (VAF 0740) and training certificates for the RO’s Telework Manager, applying VA Telework Policy and local procedures. Monitors records and verifies information accuracy. Controls biweekly and monthly data for VSC Management to support program oversight, including analysis and monitoring of division resource needs. Performance, conduct, agency needs, and the potential to advance public and federal interests will be evaluated. Employment may be terminated pending a written certification of continued public interest advancement. You must be a U.S. citizen. Selective Service registration is required for males born after 12/31/1959. Probationary or trial period may apply. Background/security investigation is required. Selected applicants will complete an online onboarding process and provide acceptable identification. Effective May 7, 2025, driver's licenses or state‑issued ID cards that are not REAL ID compliant are not acceptable. Qualifications Time‑in‑Grade Requirement: Current federal employees who held a GS grade in the past 52 weeks must meet time‑in‑grade requirements. For a GS‑09 position you must have 52 weeks at GS‑07. If you are a current VBA employee requesting a lower‑grade reassignment, you must currently hold GS‑09 (or higher) with at least GS‑09 promotion potential. Minimum Qualification Requirements: One year of specialized experience equivalent to GS‑07 or a graduate degree (or equivalent) may be combined to meet requirements. Specialized Experience: One year providing clerical and administrative support, including typing correspondence, greeting customers, maintaining files, researching records, and gathering information from multiple sources. Education Substitution: A master’s or equivalent graduate degree, 2 full years of progressively higher graduate education, or an LL.B./J.D. related degree can substitute for required experience. Combining Education & Experience: If a candidate does not fully meet the experience or education length, the two may be combined to total 100% of the requirement. Volunteer experience through National Service programs or community organizations may be credited as qualifying experience. Full‑time vs. Part‑time Employment: Full‑time is at least 35 hours per week. Part‑time work is credited on a pro‑rated basis; specify average hours worked per week in your resume. Physical Requirements: The role is primarily sedentary but requires some walking, standing, bending, and carrying of light items such as papers and files.
