Program Management Analyst

In this role, you will support the integration of artificial intelligence and advanced information technology capabilities into DTRA's wargaming and simulation environments. You will serve as a technical liaison between business stakeholders and technical teams, translating operational and mission requirements into clear technical specifications, and communicating technical constraints and solutions back to non-technical stakeholders in an accessible way. This position is suited to a seasoned candidate with IT/AI experience who can move fluidly between technical and business conversations. Additionally, there may be other work assigned by DTRA or INL management. You will report to the manager over Nuclear Nonproliferation.

Essential Job Functions and Responsibilities: (Knowledge, skills, and behaviors required for this position.)
- Evaluate and recommend AI/ML tools and approaches to enhance wargame simulations, scenario modeling, and data analysis.
- Support the design, development, and integration of AI-enabled capabilities into wargaming platforms and tools.
- Gather, document, and refine business requirements from government sponsors and subject matter experts.
- Develop technical requirements, system documentation, and architecture diagrams to guide development efforts.
- Coordinate with developers, data scientists, and engineers to ensure solutions align with mission needs.
- Support testing, validation, and troubleshooting of AI and IT systems used in exercise environments.
- Communicate with key collaborators to determine portfolio, program, and project requirements and objectives.
- Confer with portfolio, program, and project personnel to identify and resolve problems.
- Create portfolio, program, and project status presentations for delivery to customers, sponsors, and other collaborators.
- Provide guidance and expert advice to management or other groups on technical, systems- or process-related topics.
- Develop constructive and cooperative working relationships with others and maintain them over time.
Education, Credentials, and Work Experience:
Required
- Level 2: Bachelors Degree in relevant field and at least 2 years direct/relevant professional experience.
- Level 3: Bachelors Degree in relevant field and at least 5 years direct/relevant professional experience.
- Education in lieu of degree may be considered if there is extensive military background, uniquely applicable experience or highly specialized knowledge. Level 2 requires a High School Diploma or equivalent and at least 8 years’ direct/relevant experience. Level 3 requires a High School Diploma or equivalent and at least 11 years’ direct/relevant experience.
- This position requires a current Department of Energy (DOE) "Q" and "SCI" clearance or equivalent, which requires US Citizenship.
- Must be willing to work on-site at Ft. Belvoir, VA
- Strong working knowledge of artificial intelligence and machine learning concepts, tools, and applications.
- Demonstrated ability to translate business/operational requirements into technical specifications, and vice versa.
- Extensive experience with requirements gathering, documentation, and stakeholder communication.
- Strong written and verbal communication skills, with the ability to brief both technical and non-technical audiences.
Preferred Qualifications:
- Experience supporting DOW, DTRA, or other federal/defense IT and modernization initiatives.
- Familiarity with wargaming, modeling and simulation (M&S), or exercise support environments
- Hands-on experience with AI/ML frameworks, natural language processing, or data analytics platforms.
- Experience with systems engineering practices, agile methodologies, or business analysis certifications (e.g., CBAP).
- Prior leadership or mentorship experience within technical teams.
- Existing active TS/SCI clearance strongly preferred.
Physical Requirements:
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee may occasionally lift and/or move up to 25 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Job Information:
- The pay range for this position is: Level 2 ($66,504 - $136,356) / Level 3 ($79,344 - $162,732). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
- TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
- Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Working Conditions:
Incumbent of the position performs in a typical office setting with appropriate climate controls. The noise level is generally moderate. Periodic travel required in normal course of job performance. Periodic safety training is necessary. Position may work irregular shifts of more than 8 hours/day and work alone. May be required to be in an on-call status to be able to promptly respond to and address user/customer needs.
