Business Specialist - Procurement II

The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida, supporting the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi‑Purpose Crew Vehicle, and Launch Services programs. Responsibilities Review complex solicitations and coordinate specialized and/or non‑routine responses for purchases, proposals, bids, and contract modifications. Analyze significant or unique procurement requirements, special provisions, terms and conditions to ensure compliance with applicable laws, regulations, and company procedures, and communicate results. Prepare and administer correspondence, negotiation memoranda, and contract/procurement documentation to ensure timely and coordinated submission. Perform analytical and advisory functions on the evaluation of programs and operations for assessing program development, execution, and improvement, including price/cost analysis, negotiation, administration, and related procurement actions (pre‑award and post‑award). Work independently with contracts and manage suppliers who provide commodities; develop contract documentation, conduct negotiations, and monitor performance. Report on performance against targets, keeping purchasing and commodity knowledge current. Perform complex tasks requiring expertise and judgment to accomplish long‑range planning of programs and objectives, applying contracts and procurement‑related laws, regulations, policies, precedents, methods, and techniques. Perform other duties as assigned. Qualifications At least three years of experience with a bachelor’s degree in a business‑related field (e.g., Accounting, Economics, Finance, Business Administration, Human Resources); or at least seven years of experience in areas such as management analysis, financial analysis, budget preparation and analysis, business processes, human resource services, organizational performance assessments, strategic planning, project control functions, and contracting. Must have a valid US driver’s license. Excellent communication, presentation, and customer interface skills. Ability to manage and prioritize multiple projects. Computer experience with Microsoft Office products including Excel, Word, Outlook, Teams, SharePoint, and internet browsers; excellent Excel skills to manipulate and analyze data and generate reports. Familiarity with information technology systems and component procurements preferred. Must be able to obtain and maintain a security clearance if necessary. Physical Requirements May be required to climb stairs to access equipment for troubleshooting. Must wear hearing protection, eye protection, and other associated personal protective equipment. Position may involve extended periods of sitting, walking, standing, and extensive use of stairs; access to remote structures may be required. Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency. Work Environment May be required to work inside and outside throughout the test complex. Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand; climbing ladders and platforms may be necessary. All work must be completed in a safe manner in accordance with NASA and company safety standards. Attendance, Hours, and Shift Full‑time work hours with occasional overtime, including weekend work, depending on tasks. Must be dependable and punctual; shift work may be required. Essential Functions Must be able to accurately communicate ideas in writing and verbally. Must be able to travel to support position requirements, including travel to and from customer locations, which may involve airline travel. Must comply with all drug‑free workplace requirements, including drug testing for employees in sensitive positions. Must maintain a positive work atmosphere by fostering good relations with customers, clients, co‑workers, and management.
