The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires, including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Chief Executive Office is seeking qualified candidates to fill emergency Principal Analyst, CEO vacancies related to this unprecedented natural disaster.

Applicants will be processed on an as-received basis and those who meet the requirements may be hired on a temporary basis for up to 90 days.

Before the end of your temporary work period, you will undergo an assessment which consists of an evaluation of experience based upon your performance. This assessment will be weighted 100% and will evaluate your general ability to perform the job duties.

Those who successfully pass the assessment will be placed on a list for and considered for permanent appointment to Principal Analyst, CEO.

Essential Job Functions

• Plans, assigns and directs the work of staff assisting with the transfer of contracting authorities from various department to the Chief Executive Office to support the Office of Emergency Management (OEM) in relation to the Fire emergency.

• Reviews the work of the Section to ensure it meets standards and/or expectations and is in compliance with established Federal, State and County policies, practices, guidelines and timeframes.

• Prepares guidelines, procedures, and standards to ensure conformance with County, State, and/or Federal requirements.

• Directs the evaluation of State and Federal legislation to determine the effect on departmental programs.

• Establishes Section priorities based on OEM’s needs and or management/Board directives.

• Develops and oversees applicable County solicitation strategies to obtain efficient and effective contracted services to meet the established priorities for OEM.

• Works with internal County stakeholders, and external stakeholders to execute all necessary contracts, amendments, memorandums of understanding, etc. to support OEM work. Directs efficient allocation of resources, and overall mission success.

• Acts as a subject matter expert, providing analysis and recommendations on complex issues related to OEM contracting requirements.

• Administers the most complex master agreements and contracts for OEM.

Requirements

SELECTION REQUIREMENTS: Three years of professional staff experience in analyzing and recommending solutions to problems in government programs or areas such as budget, finance, operations, legislative policy, organization and management, or intergovernmental relations or communications at the level of Senior Analyst, CEO* or higher.

LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

• In the County of Los Angeles, experience at the level of Senior Analyst, CEO is defined as working independently to provide professional staff support to the head of an organization, including the planning, coordination, direction and control of various functions.
