Job Title: Housing Director Department: Housing Reports To: Tribal Administrator Classification: Exempt, Full-Time Salary Range: $100,000 to $135,000 per year Location: Oakhurst, CA JOB SUMMARY The employee occupying this position is responsible for planning and administering, directing, supervising, and coordinating all phases of the PRCI Housing Department operations, to included operations and maintenance, grant management, housing development, and all regulations related to the Housing Department, and the Indian Housing Block Grant Program (NAHASDA). Additionally, the Housing Director must assess housing needs, develop a strategy, and solidify plans to meet the identified housing needs of the Tribe. The position requires management of PRCI approved housing programs and budgets and/or monitors the work of the qualified specialists. The organization reserves the right to close a posting at any time without prior notice, based on the hiring needs. Essential Duties Responsible for maintaining and organizing department records. Experience in creating and completing data collection. Must have experience in achieving goals and objectives by completion of data collection. Maintain an effective relationship with all office staff, Tribal Members, Housing Boards, and Tribal Council. Supervise, train, schedule, and evaluate Housing Department staff, and direct the day-to-day operations of the Housing Department. Regional work-related travel required. Work alongside tribal, statewide, and federal partners to increase coordination of activities, grants, and events. Submit reports as required and respond to Tribal, local, and state needs for grant information as is required to maintain, apply for various federal, state grants for the PRCI housing programs as directed. Must plan, implement, and evaluate strategies to comply with various housing programs/grants (i.e. smoke free, drug free, etc.). Knowledge, acceptance, and respect of Native American/Native Indian history and culture. Abide by the PRCI policies, procedures, and structure. Performs other job-related duties as assigned by the Tribal Administrator. MINIMUM REQUIREMENTS Bachelor’s degree in housing management, public administration, community development, urban planning, or a closely related field. In lieu of a bachelor’s degree, an equivalent combination of education and related experience totaling at least three (3) additional years may be considered. Minimum of five (5) years of progressively responsible experience in housing, community development, or related program administration with a Tribal, public, or private agency, including at least two (2) years in a supervisory or management capacity. PREFERED REQUIREMENTS Demonstrated experience working with housing programs, grants, or community development initiatives, including compliance and reporting requirements. Demonstrated experience managing or administering NAHASDA/Indian Housing Block Grant (IHBG) programs, or comparable federal housing programs, including grant compliance and reporting. At least two (2) years of professional experience working with Tribes, Tribal organizations, or Tribal communities. Experience reviewing, preparing, or interpreting grant, regulatory, or legal documents related to housing or community programs. Valid driver’s license and ability to travel regionally as required.Li> Ability to pass a pre-employment drug screen and background check. During the interview process, PRCI Tribal Members will receive an additional 7.5 points (10% of the 75-point interview rubric). Non-PRCI Native American candidates will receive an additional 5 points (6.7% of the total points) in accordance with Indian Preference guidelines.
