Scope of Project:

The State of South Carolina is seeking a Senior COBOL Developer to support the maintenance and development of the core DMV business systems supporting South Carolina's Drivers and Vehicles. The selected consultant will work on complex, mission-critical COBOL applications, Oracle SQL databases, production support, system development, and technical software team leadership.

Responsibilities:

• Maintain and develop complex, mission-critical COBOL applications in a Windows-based Client/Server environment.

• Perform system analysis, design, coding, testing, debugging, and implementation for new and existing systems.

• Develop and maintain COBOL-based business systems using Oracle SQL databases.

• Provide Level 3 (L3) production support for critical business applications.

• Lead technical software development teams in planning and deployment of software systems.

• Serve as the primary technical contact with business units to gather, develop, and review business and technical specifications.

• Ensure delivered software functionality meets defined business and technical requirements.

• Support the maintenance and enhancement of South Carolina DMV Drivers and Vehicles systems.

• Troubleshoot complex application issues and participate in testing, debugging, and implementation activities.

Required/Preferred Skills:

Required:

• 10+ years of experience with Visual COBOL V9 or higher architecture and programming.

• 10+ years of experience with computer system analysis, design, coding, testing, debugging, and implementation.

• 10+ years of experience developing and maintaining complex, mission-critical applications in a Windows-based Client/Server environment.

• 10+ years of experience leading technical software development teams in planning and deployment of software systems.

• 10+ years of experience coding and testing complex COBOL-based business systems with Oracle SQL in a Windows-based Client/Server environment.

• 10+ years of experience providing Level 3 (L3) production support.

• 10+ years of experience working directly with business units to develop and review business and technical specifications.

Preferred:

• Oracle 19+ SQL

• Microsoft Visual Studio .NET / C#

• Governmental environment experience

• Visual COBOL Technical Certification
