Role: Senior Contracts Specialist

Location: Washington, DC

Schedule: Full-time; preferred 9:00–5:30 PM ET (flexible)

RESPONSIBILITIES:

·       Lead complex, non-standard procurements, including construction contracts

·       Build and manage Solicitation/Offer/Award (SOA) packages, coordinating with end users/stakeholders (SOW, evaluation criteria, pricing format, terms/conditions)

·       Ensure competitive sourcing; stay current on market trends, laws/policies, vendor landscape

·       Receive and evaluate bids; oversee technical and cost evaluations; manage communications with vendors (and Board stakeholders)

·       Create negotiation strategies and lead vendor negotiations

·       Resolve solicitation issues, protests, disputes

·       Ensure compliance with Board procurement policy and procedures; coordinate legal/management review; recommend awards

·       Administer contracts post-award (performance issues, claims/disputes, terminations), partnering with the COTR and end users

·       Maintain data quality and enter information into automated systems

·       Provide technical guidance to other contract specialists (no formal people stated)

KEY REQUIREMENTS/SKILLS

·       4+ years progressive experience across the full procurement lifecycle (solicitation through closeout) plus overall 10+ years’ experience requested

·       Strong knowledge of contracting/procurement regulations, contracting laws, statutes (government + commercial), best practices, solicitations

·       Strong writing/reading comprehension for complex procurement materials

·       Strong analytical, communication, organization, and customer service orientation

·       Comfortable operating independently under delegated authority; handles precedent-setting issues with appropriate escalation

PREFERRED CERTIFICATIONS (ANY):

·       DAWII or FAC-C level III

·       Certified Purchasing Manager (C.P.M.)

·       Certified Professional in Supply Management (CPSM)

·       Certified Professional Contract Manager (CPCM)
