Business AnalystThe Customer is focused on modernizing its Medicaid and Integrated Eligibility Systems to enable faster policy and program changes, improve continuity of operations, and reduce brittle point-to-point dependencies. The current environment includes data passing through multiple legacy systems with several weak links, resulting in data reconciliation failures, downstream impacts, and manual workarounds. This engagement will establish a governed enterprise integration and data foundation to address these challenges. The initial phase will focus on establishing a Cloud Foundation for a FedRAMP Moderate environment, providing a data integration platform, developing an application modernization strategy, performing a mainframe assessment, creating a product backlog, and defining program governance. The effort will ultimately support configuration of a modern Google Cloud application platform that enables incremental modernization while designing infrastructure aligned with Centers for Medicare & Medicaid Services (CMS) baseline requirements. The Business Analyst will support requirements, business process analysis, stakeholder engagement, data analysis, Agile delivery, governance, and communication across business and IT organizations. The role will work with key decision makers, systems owners, end users, executives, managers, IT professionals, and subject matter experts to support core processes and critical business objectives. The successful candidate will help translate business objectives and user needs into actionable requirements, facilitate communication across teams, and support delivery of solutions within an Agile framework.Create, present, and maintain user stories, acceptance criteria, demo expectations, and design documents in Client-defined systems. Create, document, trace, maintain, prioritize, and assess changes to business processes and associated requirements. Work closely with key decision makers, systems owners, and end users in support of core processes and critical business objectives. Conduct research to obtain data, analyze problems, and advise and recommend solutions. Query and analyze data to determine solutions, such as installation of alternate methods and procedures, changes in processing methods and practices, or redesign of products or services. Advise client or department heads on alternate methods of solving needs or problems and recommend specific solutions. Work within an Agile methodology framework with a focus on delivering value and adjusting rapidly to produce the most effective outcome. Work closely with all IT organizations and drive projects to successful completion. Facilitate requirements gathering, process mapping, data gathering, and analysis throughout applicable phases of the project life cycle. Analyze business strategy and user needs, document specifications, and translate business objectives into system requirement specifications. Guide business customers through business case development for new applications and functionality, including cost/benefit analysis and risk/impact analysis. Focus on continuous improvement for both business processes and underlying technologies and system support. Work closely with other Business Units to identify and deliver Enterprise value. Consult with executive-level stakeholders to define business needs or problems.Required Qualifications/Skills/Experience:8 years of experience working on large, complex IT systems8 years of experience eliciting requirements, writing user stories and design documents, defining acceptance criteria, testing outcomes, and facilitating communication between business stakeholders, developers, and project teams8 years of experience with SDLC procedures and system development methodologies8 years of experience managing stakeholder expectations and priorities8 years of experience working within a project governance structure, including methodology, required templates, and reporting8 years of excellent task management skills, with the ability to balance and manage multiple tasks with changing priorities in a cross-functional environment8 years of experience prioritizing and managing multiple projects and project activities simultaneously while meeting established deadlines8 years of experience with Microsoft development platforms and software6 years of experience working in an Agile environment5 years of experience with Application Lifecycle Management tools, including Microsoft Team Foundation Server (TFS), Visual Studio Team Services (VSTS), Azure DevOps (ADO), Atlassian Jira, or IBM Rational Team Suite (RTC)5 years of working experience with Microsoft SQL Server Management Studio or other relational database software3 years of familiarity with advanced information management practices, data modeling standards, and/or architecture design and analysisExcellent interpersonal, verbal, and written communication skills, with the ability to interact with a diverse group of team members, including executives, managers, IT professionals, and subject matter expertsExperience in process mapping, group facilitation, data gathering and analysis, and phases of the project life cycle, including requirements gathering, design, development, deployment, training, and measuring effectivenessExperience delivering software as part of an Agile delivery teamStrong ability to work effectively within time constraints, changing priorities, and independentlyProficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and VisioAbility to analyze business strategy and user needs, document specifications, and translate business objectives into appropriate system requirement specificationsAbility to decompose complex concepts into smaller tasks while maintaining an end-to-end business process focusAbility to work closely with other Business Units to identify and deliver Enterprise valueStrong ability to consult with executive-level stakeholders to define business needs or problemsRequired Education:Bachelor's degree in Management Information Systems, Business, or a related field, and/or relevant experiencePreferred Qualifications/Skills/Experience:Experience providing consulting services to governmental entitiesExperience working with requirement gathering software such as Azure DevOps, TFS, Jira, or RTCExperience guiding business customers through business case development for new applications/functionality, including cost/benefit analysis and risk/impact analysisUnderstanding of how to deliver value through realization of benefits, avoidance of cost, identification of new opportunities, and modernization of the organizationExperience focusing on continuous improvement for both business processes and the underlying technologies and system support
