SUMMARY

Under the direction and supervision of the Wastewater Collections Supervisor, performs work on all aspects of the wastewater collection system including all maintenance, repair, and new installation. Provides direction to subordinate operators. Is fully qualified to perform the most complex functions of the wastewater collections field team.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Assists in ensuring that the wastewater collection system is operated and maintained in accordance with Federal, State, and City regulations related to public health.

 

Responsible for assigned crew’s adherence to all City and Department safety policies relating to all activities associated with maintaining the wastewater collection system. Also serves as the “Confined Space Safety Supervisor” during confined space operations.

 

Responsible for ensuring that all work assigned to the crew pertaining to the installation, repair, and maintenance of the wastewater collection system is completed properly, professionally, and in a timely manner.

 

Instructs and assigns tasks to crew members.

 

Drives and operates tractors, backhoes, mini-excavators, skid steers, combination jetter/vacuum trucks, CCTV equipment and other heavy machinery.

 

Drives and operates dump trucks to transport and unload materials.

 

Responsible for taking before and after pictures of jobsites to provide visual information concerning the customer’s vegetation and landscaping as well as the location of existing utilities, damages, and repairs.

 

Interacts with customers and acts as a representative of the organization. Is also responsible for customer notification when water service is going to be interrupted.

 

Assists in establishing traffic control and safety measures when working in or near the roadway.

 

Assists in the development of new employees with equipment, policies, procedures, and the overall function of the department.

 

Responsible for maintaining all vehicles and equipment assigned to the crew including crew truck, dump truck, backhoe, combination truck, tools, and parts.

 

Checks and completes work orders, requisitions, daily logs, used or returned materials, and vehicle/equipment reports.

 

Assists in updating and correcting the department’s GIS map.

 

Maintains availability for advice and/or help to after-hours standby personnel.

 

Able and willing to work a rotational stand-by schedule and able to work overtime as needed.

 

Responsible for removal of accumulated snow in the event of a winter storm at assigned locations throughout the City of Bentonville.

 

This position is considered a first responder in the event of a citywide emergency or disaster situation. During such an event, this position will coordinate with the Supervisor and perform tasks that are assigned based on the need of the situation.

 

Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES 

Directly supervises 1-5 wastewater collection operators. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance, addressing complaints, and resolving problems.

 

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

High school diploma or general education degree (GED) and (5) years related experience and/or training, or equivalent combination of education and experience.

 

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume.

 

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

CERTIFICATES, LICENSES, REGISTRATIONS, SPECIAL SKILLS

- Possess and maintain a Class “A” Commercial Driver's License

- Possess and maintain a Class II Wastewater Operator License

- Possess or has the ability to obtain a Class IV Water Distribution Operator License (preferred but not required)

- Competent in trench safety

- Competent in confined space training

- Competent in traffic control

- Competent in heavy equipment safety and control

Work hazards for this position include:

 

Noise from jack hammering concrete or asphalt, heavy equipment operations, air compressor, generators, hydro jet trucks, vacuum trucks, cutting/sawing operations, large electric motors, motor driven pumps, electric saws, drills, and grinders.

 

Chemical, Bacteriological and Physical Injury Hazards for this position would include:

 

Methane gas, natural gas, low oxygen levels, oxygen rich levels, hydrogen sulfide gas, asbestos dust, clay dust, concrete (skin contact), Hepatitis A, B and C, drowning, equipment injuries, traffic accidents, snake bites, insect bites, poison plants, and excavation cave-ins.
