TB test result must be submitted during onboarding.General SummaryUnder general supervision, assists in ensuring that the district Vision, Mission, and Goals are achieved. Responsible for assisting the Chief Human Resources Officer in leading the recruitment, selection, and retention of certified personnel. Provides principal support and assistance with teacher placements using guidelines from the State Department of Education. Assists with the development, implementation, and evaluation of goals, objectives, and strategies within the district strategic plan. Reports directly to the Chief Human Resources Officer.Essential FunctionsPromotes and assists with implementing personnel mission, goals, objectives, and strategies consistent with the district's strategic plans; Coordinates the ongoing development, implementation, and evaluation of the Comprehensive Teacher Recruitment, Employment, and Retention Plan, including associated incentive strategies and in-state/out-of-state recruitment efforts; Establishes, maintains, and communicates standardized guidelines for candidate screening, interviewing, follow-up processes, and general employment requirements; Serves as the primary contact responsible for providing teacher certification information, guidance, and compliance requirements for employment consideration Assists with developing, communicating, and implementing personnel policies, administrative rules, and operating procedures; Manages employee reassignments in accordance with district policy and procedures; Assists with the overall management, leadership, and supervision of department staff members; Monitors teaching credentials on an ongoing basis to ensure professional employees maintain valid certification for their assigned teaching areas; Assists with data collection, analysis, and the preparation/processing of reports, surveys, and records regarding district personnel; Continuously reviews and revises operational procedures for all employee actions to maximize efficiency and accuracy; Coordinates with the Finance Department to reconcile funding and allocations for specified employee groups; Facilitates the separation of employees from the district and prepares reports for the Board of Education and Superintendent; Serves on selected district screening, selection, and interviewing committees; Revised 9/9/2026 Supervises Hiring Specialists and oversees the establishment, management, and enforcement of district-wide hiring protocols; Reviews, evaluates, and revises hiring processes on an ongoing basis to enhance efficiency, accuracy, compliance, and candidate experience; Oversees systems and processes for Alternative Route Teaching Certification and candidate support; Serves as the district liaison for agencies providing substitute teacher services; Authorizes selected substitute teacher agreements and compensation structures for vacant teaching position; and Performs other duties as assigned.Job SpecificationsEducation and ExperienceMaster's degree or higher with valid South Carolina educator certification and a minimum of three (3) years of administrative experience, or Master's degree with a minimum of five (5) years of Human Resources background and experience.KnowledgeThorough knowledge of the practices, activities, methods, and procedures of public school district human resources administration. Comprehensive knowledge of human resources record-keeping requirements, personnel reporting, and documentation standards. Knowledge of principles and practices of effective management, leadership, supervision, and staff development.Skills/EffortAbility to coordinate the ongoing development and execution of comprehensive recruitment, employment, and retention programs. Ability to collaborate effectively with school- and district-level administrators, teachers, staff, and external partners to achieve Human Resources objectives. Ability to oversee, direct, and evaluate assigned department support staff. Ability to prepare, manage, and monitor departmental operational budgets. Ability to interpret, apply, and strictly adhere to pertinent state, federal, and local board policies, regulations, and procedural guidelines. Advanced management, technical, analytical, organizational, and conflict resolution skills. Ability to assemble data, perform complex analyses, and prepare clear, concise reports, records, and financial summaries. Ability to design and deliver effective training programs to subordinates and district staff. Ability to establish and maintain effective working relationships with staff, district leadership, public stakeholders, and external organizations.Working ConditionsPhysical demands are restricted to general office activities requiring movement/lifting items weighing up to 35 lbs. Routine local travel required and occasional overnight travel required. Job requires ability to work under a degree of stress related to duties that require considerable attention and meeting deadlines.
