Behavior Health and Disabilities Manager Full Time - 40 Peoria, AZ, US “Helping our community’s most vulnerable with solutions that permanently improve lives” Our Head Start and Early Head Start program is seeking a dedicated Behavior Health and Disabilities Manager to oversee the program's Behavior Health and Disabilities components while ensuring compliance with Office of Head Start Performance Standards and regulatory requirements. In this role, you will partner with teachers, families, and staff to promote safe, inclusive learning environments, strengthen classroom practices, and support the success of children of all abilities through early intervention, consultation, and coordination of disability services. Job Summary Monitors and oversees the Disabilities, Behavior Health components of the program including adherence to Office of Head Start, WSHS and local regulatory agency procedures. Additionally, the Behavior Health and Disabilities Manager assists teachers and other instructional staff to improve teaching practices and classroom management to ensure service delivery to a large and diverse group of children and families enrolled in the Westside Head Start - Birth to Five program. Partners with teachers and other staff to create physical and cultural environments that promote safety, security, positive social and emotional functioning, and overall health and well-being. Using teacher and parent consultations and classroom observations, develops and executes strategies to address individual child needs, support learning objectives, and promote the success of instructional staff in delivering education and other services. As a subject matter expert in early childhood special education, ensures enrolled children with diagnosed and documented disabilities, including children eligible for services under the Individual Disability Education Act (IDEA) and children with identified concerns for developmental delays, are referred for evaluation, and that their families receive all applicable support. Ensures services are delivered in the least restrictive possible environment, to allow and promote full participation in all program activities. Essential Duties Develops, implements and monitors a system for identification, referral, tracking, and follow up of services for children identified with special needs, as well as children identified with behavior needs. Ensures that the program serves a minimum of 10% of children with disabilities and reports enrollment within designated timelines. Provides training and technical assistance based on identified needs in the area of special needs to Westside Head Start instructional staff, parents and community partners. Monitors the delivery of training, technical assistance and professional development based on identified needs in the area of behavior to Westside Head Start instructional staff, parents and community partners. Provides a broad range of administrative and supervisory functions including finance and budgetary responsibilities, information systems integration, grievance/complaint resolution. Supervises assigned staff in accordance with agency personnel practices including recruitment, training, performance evaluation, guidance, etc. Participates in the process of ongoing personal and professional development. Monitors the implementation and completion of all developmental and behavioral screenings, coordinating with key program stakeholders to ensure they are completed within guidelines and timeframes outlined by the program. Develop and compile reports on goal attainment by reviewing end-of-month summary reports, analyzing trends, problem solving to remove barriers, convening staff and parent needs, to ensure compliance with all federal mandates as outlined in the Head Start Program Performance Standards as well as other applicable and related federal regulations. Perform Early Childhood Special Education Coordinator duties, which includes but is not limited to: Partner and collaborate with local agencies, community partners, districts and advisory committees to maintain current information on available resources and services, issues and trends. Document collaborations in Memoranda of Understanding to support services to children with special education needs. Attend and participate in the IEP/IFSP meetings to provide support and guidance in the area of developmental screenings and referrals to the school district, and provide classroom support and resources for children with special needs. Ensure that program parents understand their rights and responsibilities under Individuals with Disabilities Education Act (IDEA), and provide them support while coordinating referral and access to community services. As needed, communicate directly with parents in support of program participation and collaborative decision-making. Partner with WSHS stakeholders to ensure the completion and implementation of all developmental and behavioral screenings; partner with instructional staff to ensure completion within guidelines and timeframes outlined by the program, and assist IS with analyzing and applying assessment data results for planning individualized instruction. Provide classroom level training and technical assistance to Westside Head Start parents, staff, and community partners based on identified needs in the areas of special education. Work directly with staff in a variety of instructional environments to ensure an understanding of the needs of individual children. During crisis situations, responds immediately to requests to be present in the classroom to provide de-escalation techniques with children and provides one-on-one training for classroom staff on appropriate and best practice interventions. Maintains comprehensive communication among all contacts (internal and external). Designs and implements a formal referral and follow-up systems for all children requiring disability services. Working within an interdisciplinary team setting with other Head Start staff, using case-management protocols that integrate service areas, to address identified concerns for children. Ensures that children receive necessary services offered both by the program and outside organizations. Compiles and maintains files on available community related resources including Local Education Agencies (LEA). Procures contracts with outside licensed professionals who can provide services to children and their families and advise them on particular issues. Utilizes the ChildPlus and other systems to track, monitor and follow-up on cases with identified concerns and for those children with Individualized Education Plans (IEP), receiving services or other diagnosed special need. Develops inter-agency agreements, for planning and coordinating any specialized services with agencies and organizations in the community. Supports and participates in the planning of the Mental Health and Health Services Advisory Committee (MHHSAC) and other relevant meetings. Participates in agency's annual Program Information Report (PIR) process. Requests additional documentation from teaching staff regarding children and observed behaviors. Provides onsite observations including with the BHS and follow-up with identified children as needed. Develops scope of work for relevant contracts and monitors the provisions of such services. Participates in program planning, budget development, and analyzing of community trends especially within the area of expertise. Models professional standards and ethics in accordance with agency philosophy. Participates in and supports Continuous Improvement initiatives to include attending appropriate program leadership meetings and attending all relevant Continuous Improvement meetings to ensure organization-wide involvement in Continuous Improvement and the development of program performance measurements. Supervisors must also develop and provide appropriate staff training and support the recognition of accomplishments relative to Continuous Improvement. Promotes ongoing commitment to excellence and continual quality improvement to ensure the highest quality of services to our staff and clients. Other duties as assigned. Other Related Duties This position may require flexibility in scheduling to attend and actively participate in evening and weekend events, including but not limited to parent meetings, family engagement activities, community outreach events, trainings, recruitment efforts, program celebrations, and other agency-sponsored functions as assigned. Prepares, and attends all meetings, trainings, and conferences as assigned. Maintains self and functional work environment. Performs other tasks as may be required for the efficient comprehensive, integrated program. Requirements Education / Background Bachelor degree in Early Childhood Special Education from an accredited four-year college or university required. Master preferred. Preference will be given to candidates who hold certification in special education, certification in behavioral health, or an Associate or Professional licensure from an accredited body, preferably in Early Childhood. Minimum of two (2) years of direct experience teaching or working with children with special needs in an early education setting and providing services, resources and referrals for children with disabilities. Minimum of two years supervisory experience a plus. Second language fluency (speaking, reading, writing) preferred (languages spoken within the program include but are not limited to the languages of Mexico and Latin America, the Middle East, Africa and Asia). - Knowledge and understanding of the Head Start Program, Local Education Agencies (LEA), and AZIEP.
- Knowledge or experience in organization and operations of educational social services.
- Knowledge of supports to children with atypical behaviors, substance abused newborns and/or exposure to trauma as well as disability services preferred.
- Knowledge of applicable laws, regulations, statutes, and policies related to early childhood programming.
- Must be able to communicate effectively and accurately in written and verbal form.
- Must have attention to detail and ability to maintain program statistics and effectively manage time to balance program needs.
- Diversity management with sensitivity to the cultural differences within the agency, program, and community.
- Proficient in Microsoft Office applications (Word and Outlook).
