Finance Officer

Position Functions Perform a variety of accounting functions including accounts payable, reconciliation, fund management and recordkeeping duties. Provide guidance to the Assistant Finance Officer and other related work as assigned. Essential Functions Prepare bills for payment by city comptroller including Community Development Block Grants (CDBG), HOME Investment Partnership Funds, Emergency Shelter Grants, Continuum of Care Grants, Economic Development, Urban Development Action Grant (UDAG), Lead Hazard Reduction Program and other various state and private project payments. Ensure that request for payments and expenditures are verified for accuracy and appropriateness before processing. Assure that there is adequate cash in all bank accounts to cover weekly warrants and monthly payroll costs. Request funds from funding sources as needed. Perform research and provide resolution for invoices as necessary. Manage CDBG and HOME funds according to HUD regulations. Perform cash control reconciliation with City Treasurer and Auditor. Prepare deposit of accounts receivables. Prepare expenditure transfers. Maintain accurate record of grant funds and contracts. Assist in monitoring sub-grantees and sub-recipients. Maintain daily record of Federal Cash Control Register, cash receipts, drawdowns and disbursements. Prepare weekly reports of salaries and fringe benefits payable; bi-monthly reports of warrant registers or bills payable; quarterly reports of budget status to city auditor and annual reports of pension payable to retirement system. Communicate with the Mayor, department heads, vendors, grantees, financial institutions, etc. as related to position responsibilities. Work with Auditor on annual financial audit and A-133 audit of grants. Qualifications The City of Lawrence is an Equal Opportunity Employer.
