Human Resources Manager (HR GENERALIST 4)

Job Summary Under the direction of the VMTH Hospital Administrator, provides high level Human Resources consultation, analysis, advice, planning, and management in the areas of employee and labor relations, organizational development and change management, and the fiscal impacts/business plans involving of any proposed personnel changes. Oversees payroll, benefits and personnel functions in compliance with UCOP, UCD, and VMTH policies. Provides management advisement regarding collective bargaining mandates, VMTH administrative guidelines, and VMTH programs. Serves as a direct resource to supervisors and senior managers with regard to human resource law, University policy and collective bargaining agreements. Acts as a VMTH liaison to the campus Employee and Labor Relations office. Provides to Directors and supervisors information, interpretation, and recommendations related to staff collective bargaining agreements. Provides oversight and monitoring of VMTH staff development for mandatory training to remain in compliance with California and Federal Labor laws, University employment policies and VMTH staff requirements. RECRUITMENT PERIOD ONE MONTH: Applicants will be screened after two weeks; and then on a weekly basis. The position can be filled prior to the removal date. Apply By Date: August 25, 2026 Qualifications Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position Bachelor's degree in related area and /or equivalent experience and / or training. Experience with employee and labor relations in a union environment and negotiating complex HR issues. Experience implementing effective HR management, organizational development, change management, and staff development/training. Experience with analysis, interpretation and implementation of personnel policy and procedure, collective bargaining agreements and employment law, state and federal law, advising management and managing sensitive employee and labor relations issues. Experience recognizing and handling difficult/unpleasant situations and/or individuals, including distraught/agitated employees, and act as a conciliator and mediator to resolve conflict. Skill to develop effective working relationships with managers, supervisors, campus HR and other campus units. Skills to communicate in written form to address personnel issues. Skills to develop training programs, make presentations and conduct training to individuals and groups. Preferred Qualifications HR experience within the University of California system, including knowledge of University bargaining unit agreements/contracts. Significant experience dealing with unions and progressive discipline. Experience in a veterinary or human hospital setting. HR credentials as a PHR, SHRM-CP or other comparable advanced HR qualifications.
