Organizational Location These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, OPLA Legal OPS. These are non-bargaining unit positions. Duties Serves as a subject matter expert on assigned administrative matters. Conducts or participates in the evaluation of administrative programs, concerning the efficiency and effectiveness of program operations Maintains a high level of analytical ability to identify issues, recommend actions, and re-engineer processes. Applies a wide range of administrative programs, concepts, laws, policies, practices, and analytical diagnostic methods and techniques to address substantive matters that contain several interrelated issues. Requirements You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. You must successfully pass a drug screen. You qualify for the GS-09 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as: Carrying out the assignments in conformance with accepted policies and practices for assigned program areas; Exercising judgment in selecting and applying available guidelines related to specific problems or issues; Applying practical knowledge of the basic concepts, principles, regulations, and policies related to logistics and procurement management; and Identifying situations or issues and choosing the best approach according to established procedures and practices. Education: Have a master's degree (or equivalent graduate degree such as a L.L.B./J.D.) or two(2) academic years of progressively higher-level graduate education leading to such a degree. Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-11 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Monitoring and advising on a variety of administrative problems or situations (i.e. budget, personnel, travel, space, logistics); Exercising judgment in choosing, interpreting, applying, and modifying available guidelines for adaptation to specific problems or issues; Identifying administrative problems or issues related to logistics and procurement management; and Identifying a variety of issues and their factual relationships, analyzes relevant factors and conditions and chooses a course of action from many alternatives. Education: Have a Ph.D. or equivalent doctoral degree or three (3) academic years of progressively higher-level graduate education leading to such a degree; Combination of Education and Experience: A combination of successfully completed education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
