About this Role:

OTSI is looking for an experienced project management professional with strong supervisory skills and a deep understanding of state IT project policy to lead the Project Management Office (PMO) for California Case Management, Information and Payrolling System (CMIPS). As the PMO Manager (Information Technology Supervisor II), you will manage the ongoing project management and oversight activities of the CMIPS System Integrator contract(s) and all state-required project management activities of the CMIPS Office.

CMIPS provides case management, payroll processing, and reporting for the California Department of Social Services (CDSS) In-Home Supportive Services (IHSS) program. CMIPS manages over 800,000 active recipients, as well as pending applicants, terminated recipients, active providers, pending providers, and terminated providers. The provider management and payrolling functions support over 700,000 eligible providers, process over 1.6 million timesheets per month and ensure timely and accurate payroll payments of over $19 billion per year. CMIPS has approximately 6,800 end users across the fifty-eight (58) California counties, the CDSS Adult Programs Division (APD), the Department of Health Care Services (DHCS), and the CalHHS OTSI CMIPS Office. CMIPS also ensures the timely exchange of information with more than 110 interface partners, including all California counties. The CMIPS team is responsible for various services including CMIPS Maintenance and Operations (M&O), centralized timesheet processing, payroll processing, Electronic Services Portal (ESP), Telephone Timesheet System (TTS), Electronic Visit Verification (EVV) mobile application, reporting and data downloads, service desks, back office, training, and processing forms for other payroll activities like direct deposit requests and travel claims.

This is a working supervisor position. Responsibilities include planning, organizing, and directing the work of a multidisciplinary team across schedule, risk and issue, change, configuration, quality, requirements, and communications management; ensuring compliance with the CMIPS Project Management Plans, California Department of Technology (CDT) policy, the Statewide Information Management Manual (SIMM), and the State Administrative Manual (SAM); leading process improvement initiatives using Lean, Six Sigma, and Agile methodologies; and managing performance assessments, contractor metrics, and Service Level Agreement (SLA) validation.

You will also apply AI literacy and responsible-use practices to enterprise technology initiatives, identifying opportunities to incorporate automation and AI into business processes while ensuring compliance with governance, privacy, and ethical guidelines. The position works collaboratively with the CMIPS management team, the Contract and Fiscal Manager, contractors, executives, and vendor partners to ensure project activities meet documented and industry best practices.

Working Conditions

PLP:

On July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receives a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit. Telework:

This position is currently eligible for one telework day per-week and is required to report in-person a minimum of four days per week. The amount of telework is at the discretion of the OTSI and is subject to operational needs.

Reporting Location:

Business travel may be required. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Travel reimbursement considerations take into account an employee’s home address and designated reporting location and are subject to applicable policies, rules, regulations, and bargaining unit contract provisions.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge and/or experience in the various project management (PM) areas as mentioned in the PMBoK

• Knowledge and/or experience in Agile Frameworks such as Scrum, Kanban, etc.

• Knowledge and/or experience running or participating in projects that utilize Project Approval Lifecycle (PAL) and/or Project Delivery Lifecycle (PDL)

• Experience with PM tools like MS Project, Jira, Confluence, and others, to manage schedules, budgets, and resources

• Experience with managing a multidisciplinary team responsible for the various PM process areas

• Ability to coach and mentor team members, delegate effectively, and foster a collaborative environment

• Ability to effectively communicate both verbally and written with project members and stakeholders of all levels

• Ability to manage multiple assignments and organize workload to accommodate changing priorities

• Ability to work collaboratively and effectively with various internal and external teams

• Ability to identify gaps and weaknesses, and recommend solutions for those areas

• Possession of a Project Management Professional (PMP) certification is preferred, but candidates without it will still be considered
