Through strong operational oversight, vendor partnerships, and team leadership, Campus Operations ensures the Authority’s facilities are prepared to support events at the highest standards of quality, safety, cleanliness, and operational readiness.DIRECTOR OF FACILITY MANAGEMENT POSITION SUMMARYThe Director of Facility Management is responsible for the overall leadership, administration, planning, execution, and continuous improvement of all Facility Management functions across the Georgia World Congress Center Authority campus. The position provides strategic and operational oversight for maintenance operations, engineering services, utilities, infrastructure, life safety systems, preventative maintenance programs, regulatory compliance, capital planning, sustainability initiatives, and facility-related support services.The Director is responsible for ensuring all facilities, building systems, infrastructure, and assets are maintained safely, efficiently, and in a manner that supports world-class convention, sports, entertainment, and public space operations. The Director serves as a key member of the Campus Operations leadership team and is expected to provide operational accountability, financial stewardship, workforce development, succession planning, and continuous improvement.DIRECTOR OF FACILITY MANAGEMENT ESSENTIAL DUTIES AND RESPONSIBILITIESLeadership and AdministrationProvide overall leadership and administrative direction for the Facility Management Department.Direct and supervise managers, supervisors, engineers, technicians, skilled trades personnel, and administrative staff.Develop departmental goals, objectives, key performance indicators (KPIs), and operational standards.Establish and maintain a culture of accountability, customer service, communication, and continuous improvement.Conduct regular meetings with management staff and ensure consistent communication throughout the department.Develop and maintain succession plans for critical positions within the department.Recruit, hire, train, coach, evaluate, and develop Facility Management personnel.Ensure managers conduct regular meetings and performance discussions with their teams.Promote employee engagement, professional development, and workforce planning initiatives.Facility Maintenance and Infrastructure ManagementDirect all maintenance activities associated with HVAC, electrical, plumbing, life safety, roofing, structural, architectural, utility, and building automation systems.Oversee maintenance and operation of campus infrastructure, parking decks, utility systems, elevators, escalators, and mechanical equipment.Develop and implement comprehensive preventative maintenance programs for all facilities, equipment, and infrastructure.Develop long-range maintenance strategies and infrastructure replacement plans.Ensure facility assets are maintained in compliance with applicable codes, regulations, and industry standards.Develop and maintain facility condition assessments and asset lifecycle management plans.Ensure valve mapping, utility identification, and infrastructure documentation are maintained and accessible to staff.Monitor and address deferred maintenance needs and infrastructure risks.Budget Management and Financial OversightMaintain full responsibility for the Facility Management operating and capital budgets.Monitor expenditures, labor costs, utility expenses, contracts, and departmental financial performance.Develop and distribute annual budget preparation templates.Provide guidance and direction to Facility Management leadership during budget development.Review departmental budget submissions and ensure alignment with operational priorities.Submit draft and final budgets to the Accounting Department for review and processing.Develop, maintain, and update departmental rolling forecasts.Meet regularly with Accounting and Finance to address financial inquiries and budget-related matters.Provide direction to Facility Management leadership regarding budget performance, spending expectations, and financial accountability.Independently utilize Momentus (Ungerboeck) and other financial management systems to monitor budget activity and financial performance.Review purchase orders, invoices, and financial commitments to ensure compliance with budgetary requirements.Identify opportunities for cost savings, operational efficiencies, and resource optimization.Contract Administration and Vendor ManagementManage and oversee third-party maintenance, repair, and service contracts.Develop scopes of work, bid specifications, and contract requirements.Monitor vendor performance and ensure contractual obligations are met.Oversee contracts including, but not limited to:Elevator and Escalator ServicesLandscaping ServicesOverhead Door MaintenanceFire Protection SystemsBuilding Automation SystemsUtility ServicesUniform ProgramsFirst Aid and Safety ProgramsInfrastructure and Specialty Maintenance ServicesRegulatory Compliance and Life SafetyEnsure compliance with all applicable federal, state, and local regulations.Coordinate inspections with regulatory agencies including Fire Marshal, Elevator Inspectors, Boiler Inspectors, Insurance Representatives, and other authorities having jurisdiction.Ensure all life safety systems are tested, inspected, documented, and maintained.Develop and maintain emergency response procedures related to facility infrastructure and building systems.Maintain ownership of fire protection notification procedures and escalation processes.Coordinate emergency notification procedures with Public Safety, monitoring companies, and operational leadership.Ensure compliance with environmental, safety, and risk management requirements.Operational Planning and Performance ManagementDevelop and maintain operational metrics and performance measurements for departmental activities.Monitor work order completion, preventative maintenance compliance, labor utilization, customer satisfaction, and operational performance.Review event recap reports and operational feedback to identify opportunities for improvement.Develop and implement operational improvement initiatives.Ensure facilities remain event-ready and support successful event execution.Coordinate post-event recovery efforts and facility restoration activities.Sustainability and Capital PlanningDevelop policies and procedures to conserve energy and utility consumption.Support sustainability initiatives and environmental stewardship programs.Assist with the development and implementation of capital improvement projects.Develop facility condition assessments and infrastructure replacement priorities.Participate in long-range campus planning efforts.Support major infrastructure modernization initiatives and energy performance projects.Customer Service and Stakeholder EngagementMaintain positive working relationships with clients, exhibitors, contractors, vendors, regulatory agencies, and internal stakeholders.Partner with Facility Operations, Public Safety, Event Management, Sales, and other departments to support operational objectives.Participate in operational planning meetings and customer support activities.Ensure service delivery meets Authority standards and customer expectations.Other DutiesPerform other duties, special projects, and responsibilities as assigned by the Vice President of Campus Operations.DIRECTOR OF FACILITY MANAGEMENT KNOWLEDGE, SKILLS, AND ABILITIESExtensive knowledge of facility maintenance, engineering operations, infrastructure management, and building systems.Strong understanding of HVAC, electrical, plumbing, life safety, building automation, roofing, and utility systems.Knowledge of preventative maintenance programs and asset lifecycle management.Ability to manage multiple priorities in a fast-paced convention, sports, entertainment, or hospitality environment.Strong financial management and budget administration skills.Knowledge of Momentus (Ungerboeck), FMX, CMMS platforms, BAS and other operational technologies.Strong leadership, communication, organizational, and problem-solving skills.Ability to develop and maintain positive working relationships with internal and external stakeholders.Ability to assess risk, make sound decisions, and lead through operational challenges.High degree of integrity, professionalism, and accountability.DIRECTOR OF FACILITY MANAGEMENT SUPERVISORY RESPONSIBILITIESThis position directly supervises Facility Management leaders, managers, supervisors, engineers, technicians, skilled trades personnel, and administrative staff and is responsible for overall departmental leadership, performance management, workforce development, and succession planning.DIRECTOR OF FACILITY MANAGEMENT EDUCATION AND EXPERIENCEBachelor's Degree in Facility Management, Engineering, Business Administration, Construction Management, or a related field preferred.Minimum of ten (10) years of progressively responsible experience in facility management, engineering, maintenance operations, infrastructure management, or physical plant operations.Minimum of five (5) years of management experience leading managers, supervisors, and technical personnel.Experience within a convention center, arena, stadium, airport, hospitality environment, healthcare campus, university campus, or other large-scale multi-building facility preferred.Experience managing multi-million-dollar operating budgets and capital improvement programs preferred.Relevant professional certifications such as CFM, FMP, IFMA, BOMI, PMP, LEED, or equivalent are preferred.DIRECTOR OF FACILITY MANAGEMENT WORKING CONDITIONSWork is performed in both office and field environments. Position requires frequent campus-wide inspections and may involve exposure to mechanical equipment rooms, construction sites, outdoor environments, and event operations.
