Director of Human ResourcesThe Director of Human Resources (HR)/Civil Service Administrator is responsible for the management of all aspects of the human resource function, including civil service, for the general government departments of the City.The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.Manages and implements all human resources functions for the life of all municipal employees from the point of hire to the point of separation from employment, including onboarding, offboarding, hiring, promotions, and the management of benefits.Develops and manages policies and procedures for all human resource services, including hiring, wage adjustment, promotion, discipline, discharge, etc.Functions as the lead negotiator for several union contracts; manages and participates in all municipal litigation as it relates to any and all employees; manages all grievances as the Mayor's designee for responses and may function as the hearing officer, as necessary and assigned.Assists in the resolution of all personnel-related issues and concerns, including employee grievances, and personnel action.Oversees all payroll issues as they relate to employee changes or master pay scales.Functions as an advisor to the Mayor on human resources and related legal issues; member of the Mayor's executive management team in developing and determining the needs of municipal employees.Oversees all aspects of employee and retirement benefits.Develops employee training programs to foster professional development, promote safe work practices and to ensure compliance with federal and state law.Oversees civil service administration for city including requisitioning positions, managing selection process, and defending any contested actions.Performs other related job duties as required.Any equivalent combination of the below-listed education, training, certification, and experience is qualifying.Bachelor's degree in public administration, business administration with strong concentration in organizational structure or related field.Minimum of 5 years of related experience preferably in a local government setting.Knowledge of state and federal labor laws and annual training requirements including the Fair Labor Standards Act (FLSA) and Americans with Disability Act (ADA).Knowledge of Massachusetts General Laws relating to civil service, collective bargaining, and general employee rights.Experience negotiating with public sector labor unions.Deep knowledge of Civil Service rules and proceduresKnowledge of automated payroll systems; federal, state, and local laws, policies, and procedures as they pertain to human resources, payroll, benefit administration and collective bargaining matters; COBRA, FLSA, FMLA, AA/EEO, ADA, MPLA, SNL, DVLA, Unemployment and Workers Compensation; principles, practices, regulations, and applicable laws relating to personnel administration in the public sector; position classification, compensation and benefits, recruitment, selection, training, risk management, safety practices and labor relations; excellent public relations and communication skills; interpersonal, negotiation, public speaking, and problem resolution skills; organizational and attention to detail required. Proficient in use of computer programs including Microsoft Office and Google Suites, email, and internet. Ability to negotiate, resolve conflicts, and communicate policies and strategies across all levels of the organization; use data analytics to make evidenced based decisions; multitask and manage conflict; communicate effectively both orally and in writing; maintain good public relations and to maintain effective collaborative working relationships with all municipal personnel, officials and the general public and to respond in a courteous and professional manner; sound judgment, analyze, plan, prioritize, manage, and implement multiple tasks and projects, work independently while meeting deadlines; present complex terms and concepts in a manner that is readily understood, maintain a high level of confidentiality; prepare and analyze comprehensive reports; exercise sound and ethical judgment; strategic thinking, critical and analytical thinking; learn new software as needed.The City of Medford is an Equal Opportunity/Affirmative Action/504 Employer Residents of the City of Medford, Women, People of Color, Veterans and Persons with Disabilities are encouraged to apply.
