JOB SUMMARY

The Financial Stability Program Manager is responsible for supervising both staff and operations of Plymouth Housing's Payee Program. Promote enrollment in the payee program to assist Residents with maintaining their housing. Interface with Government Agencies, most often the Social Security Office. Maintain records of payments, budgets, rent amounts and other Resident Status lists (Bill due dates based on agreed upon budgets). This position interfaces with the Finance Department and reports to the Senior Director of Quality Assurance. This position verifies rental amounts and tracks them as they change in amount. Promotes and fosters effective working relationships between Case Management and Representative Payees. This position ensures security as well as effective customer service. Ensures high-quality services in a culturally proficient way based on the values inherent in Plymouth's mission, the principles of cultural proficiency, the tenets of harm reduction and trauma-informed care, and the ‘housing first' philosophy.

This is a regular, full-time benefitted position.

ESSENTIAL JOB FUNCTIONS

Leads and Supervises the Following:

• Creation /Maintenance of Monthly and Weekly distribution spreadsheets with resident budgets; includes rent/resident basic needs payments, building fees, repayment plans, and other vendor payments.
• Set up payments in GPS Exact software to reflect and reconcile with distribution spreadsheets each month; includes itemized review of each line item.
• Collect appropriate vendor and billing information for third party payments and provide vendor and payment information to Finance.
• Maintain release of information forms for third parties.
• Ensure that residents' SSI/SSA benefits are deposited to Plymouth account; daily check bank accounts associated with the Payee Program ensuring that deposits and debits reflect the information in GPS Exact.
• Ensure that rent and other third-party payments are paid in accordance with established budget, and that residents' personal funds area available via check, prepaid debit card, etc.
• Process interim budget modifications due to changes in resident income or expenses.
• Monitor account balances monthly to ensure compliance with SSI and Medicaid resource limits as applicable.
• Maintain weekly communication with SSA, and ensure information is updated and program operates in compliance with all SSA guidelines; includes completing annual reporting.
• Follow Plymouth program and agency policies and procedures. Provide input to program policies, procedures and goals as requested.
• Ability to create/utilize a shared tracking system to monitor the program's activities per resident; includes dates of applications, appointment dates, outcomes, follow up with residents/HCMS and Social Security Administration, etc.

Collaborative:

• Work collaboratively with all Plymouth departments to uphold the agency mission.
• Work collaboratively with Finance to troubleshoot problems or errors that may occur.

• Work collaboratively with Housing Case Managers and building teams to ensure that program is meeting the needs of residents, providing regular updates regarding Payee Program changes. Provides training in Payee Program procedures to new Housing Case Managers.
• Maintain collaborative relationship with Social Security Administration (SSA) so that residents' needs are served promptly and program operates efficiently.
• Participate as needed in meetings with social services and building management team members to support the stability and retention of residents.
• Participate in Plymouth committees and workgroups as appropriate.
• Ensures high quality services and programs that promote housing stability, adherence to policies and procedures, adequate staffing models, sound financial management, and compliance with funder requirements.
• Identifies service gaps and recommends program and policy options for addressing unmet needs; partners with Senior Director of Quality Assurance to develop or update policies and protocols.
• Works collaboratively with the rest of the Permanent Supportive Housing (PSH) team to promote consistency, sharing of emerging practices, innovative problem solving, and organizational learning.
• Ensures strong trauma informed behavioral health practices are practiced in assigned buildings; collaborates with the Behavioral Health team to integrate behavioral health services into building team practices.
• Works with Property Management to ensure that Plymouth's properties are responsibly managed, residents are outreached with support services, buildings are safe and well-maintained, operations are compliant with applicable contractual or regulatory requirements, revenue is maximized, and expenses minimized.
• Develop and implement financial stability programming to Plymouth's portfolio of Permanent Supportive Housing Residents.
• Practices a cooperative work approach and promotes a collaborative culture among staff and co-workers.
• Promotes on-going training and support around Permanent Supportive Housing (PSH) best practices.
• Participates in Plymouth committees and workgroups as appropriate.

ESSENTIAL JOB QUALIFICATIONS

(Any equivalent combination of knowledge, skills, abilities, education, and experience):

Education : Associates degree in Accounting or a related field.

Experience :

Minimum of two (2) years of relevant and progressively responsible leadership experience preferably related to finance and or a payee program

Minimum two (2) years supervisory and management experience.

Licensing Requirements: Valid Washington State Driver license with fully insurable driving record

• Excellent written and verbal communication skills.
• Proficient and experienced with Microsoft Office applications, particularly Word, Excel, and Outlook. Must be able to work efficiently and effectively with customized databases and technology and conduct Internet research.

Desired Qualifications:

• Knowledge of Property Management or Permanent Supportive Housing is desired.
