Senior Capital Project Manager

QUALITY GOVERNMENT Guilford County Government DESCRIPTION GENERAL STATEMENT OF DUTIES This position serves as a senior project manager and/or program authority of the Department. The employee performs administrative duties such as planning, organizing, and managing the daily operations, ensuring quality assurance, managing assigned staff supporting design and construction projects (e.g., construction management, real estate, mechanical/electrical/plumbing engineering) for facilities initiatives from inception to completion. The employee supervises a staff of project managers and assistant project managers to accomplish the goals of the department. Work is performed under the direction of the Facilities Director. DISTINGUISHING FEATURES OF THE CLASS This employee plans, formulates, and implements short- and long-term goals for capital improvement projects and provides architectural/engineering consulting services, providing technical expertise in the evaluation of problems and development of alternatives for construction projects. The employee plans, organizes, and coordinates projects; develops scope, schedule and budget for projects; reviews reports, budgets and project goals. The employee prepares, reviews, analyzes, and presents capital budgets, including long term capital expenditures and capital improvement plans. As supervisor for less senior project managers, the employee establishes and implements operating policies and procedures. Supervision and progress are checked through review of reports and project evaluation. EXAMPLES OF DUTIES Participates in project management activities affiliated with design, construction, testing, start-up, and operation of facilities, systems, and/or equipment. Manages architects, engineers, contractors, construction representatives, and others involved in design and construction of county facilities. Works with stakeholders to develop project scope and schedule. Participates in the analysis, design, and development of engineering systems and equipment that support construction projects. Conducts feasibility studies, cost estimates, and resolution of technical problems associated with the projects. Prepares and develops justification for engineering proposals, including identification of alternatives for facilities, systems and equipment for review of management. Provides technical expertise in the evaluation of problems and the development of alternatives for construction projects. Performs construction administration and construction management of projects. Resolves conflicts between design drawings and construction conditions. Reviews submittals and equipment selections. Manages project close-out to collect warranties, as-built drawings, O&M manuals and resolve all issues related with facility start-up and turnover. Communicates frequently with stakeholders and management staff on project status, budget status and quality concerns. Develops and manages requests for proposal, including development of drawings and specifications, and upon receipt, participates in the evaluation of bids for technical accuracy and compliance with contract requirements. Attends preconstruction and final acceptance meetings, conducts on-site inspections during the various project phases, and reports on noncompliance with contract requirements. Reviews and approves pay applications and invoices. Performs staff reviews, makes recommendations for staff development, manages timekeeping responsibilities of staff. Ensures contractors comply with Guilford County safety policies. Performs related work as required. RECRUITMENT STANDARDS KNOWLEDGE, SKILLS, AND ABILITIES General knowledge of the construction industry as it relates to the planning processes for design and construction of new facilities and repair/alteration projects. Comprehensive knowledge of architecture, engineering, and building construction sufficient to review, inspect, repair, and alter work of new construction and repair/alteration of facilities. Comprehensive knowledge of facility contracting procedures, cost estimating, job site safety, project scheduling, and quality control procedures for facilities. Ability to analyze, interpret, and prepare design and construction documents and technical reports. Ability to effectively communicate moderately complex programmatic information orally and in writing or architectural/engineering considerations internal or external to the organization. Ability to work with, interpret and apply Local, State and Federal regulations and codes (e.g., OSHA, building), governing the area of work. Ability to establish and maintain working relationships with department heads, agency heads, contractors, vendors, and the general public. Ability to multi-task. Ability to coach and mentor assistant project managers and develop their skills to lead larger projects. Demonstrated resilience, diplomacy, influence, relationship building, and problem-solving skills in a variety of situations. Ability to hire, train and retain talent, and to effectively supervise and lead staff in the completion of County projects. TYPICAL QUALIFICATIONS MINIMUM QUALIFICATIONS Bachelor's Degree from an accredited college or university in engineering, architecture, or construction management and six years of progressively responsible professional engineering experience (architectural, civil, structural, electrical, or mechanical engineering) OR a two year degree in engineering, architecture, or construction management and ten years of progressively responsible professional engineering experience (architectural, civil, structural, electrical, or mechanical engineering). PREFERRED QUALIFICATIONS Professional Engineers license in mechanical, electrical, civil or structural engineering. General Contractor's License. Project Management Professional (PMP) certification from the Project Management Institute. SUPPLEMENTAL INFORMATION WORKING CONDITIONS AND PHYSICAL DEMANDS OF WORK Work is performed primarily in an office setting. Operates standard office equipment to include a personal computer, calculator, copy machine, and telephone. The employee will drive a county vehicle to county facilities and construction sites throughout the county. Frequent review of construction projects is required, which involves walking and working outside in variable weather conditions. DRIVING IS ESSENTIAL Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
