JOB SUMMARY:

Under the direction of the Direct Supervisor, the Engineering and System Operator Assistant represents the cooperative and its consumers by performing all assigned responsibilities in a timely and efficient manner.

ESSENTIAL JOB FUNCTIONS:

In an efficient and professional manner, while living the company values and in accordance with the GVP Accident Prevention Manual.

1. Serves as the initial point of contact for consumers on behalf of the Engineering Department by answering phone calls, addressing incoming emails, and responding to web inquiries. This includes answering customer calls regarding Operations.

2. Responds to information requests from internal or external parties.

3. Assists with scheduling meetings and coordinating communications.

4. Receives Applications for Service (AFS) from consumers and prepares data for service planners.

a. Manages the AFS database, enters data into NISC applications, and tracks AFS status through construction.

b. Coordinates the workflow for work orders and reports to the direct supervisor as appropriate when action is required to expedite projects and improve process efficiency.

5. When requested composes and sends correspondence on behalf of the Engineering Department to consumers regarding construction estimates, safety hazards, right-of-way, permits, and related matters.

6. Provides consistency and guidance for implementing cooperative extension policies to ensure every consumer is treated as fairly as possible.

7. Prepares and manages the preparation and execution of contracts for consumer work orders.

8. When requested, receives and processes payments for aid-in-construction, engineering deposits, and application fees.

9. Notarizes easements and other legal documents as needed.

10. When requested reviews work order packets for completeness before releasing them for construction.

11. Organizes work order packets after construction for document retention and scanning; scans documents into databases and processes tap shares for payment when applicable.

12. When requested maintains an organized inventory of electronic and hard-copy documents in the appropriate locations.

13. Assists the Accounting Department with work orders and the closeout process as needed.

14. When requested works with the Energy Services Department on solar applications, coordinating application workflows.

15. When requested, payments for Engineering Department applications and for Contributions in Aid of Construction (CIAC).

16. When requested collects and organizes technical data for engineering analysis or reporting.

17. When requested, helps track project timelines, schedules, and deliverables.

18. When requested, prepares documentation for permits, work orders, or procurement. Assists planners with county permit applications.

19. When requested, coordinates with vendors, contractors, and other departments regarding project-related tasks.

20. When requested performs basic data analysis and helps identify trends or issues.

21. When requested, maintains databases or logs of inspections, test results, or asset information. Maintains and organizes engineering files, drawings, and records. Collects field or equipment performance data for engineering review.

22. When requested, prepares or updates technical reports, specifications, and presentations. Documents meeting minutes, action items, and technical discussions as needed. Ensures engineering documents comply with company and regulatory standards.

23. When requested, assists with monitoring inventory levels of engineering or field support materials.

24. Assists Operations with basic System Operator tasks when a System Operator is absent.

25. When requested, serves as the first point of contact for Distributed Generation (DG) interconnections and fields basic inquiries regarding the interconnections.

a. Receives and manages new DG interconnection applications via email, mail, or in person; maintains an organized inventory of applications and their status.

26. Reviews DG interconnection applications for completeness of content and assigns them to Service Planners. Corresponds with customers and contractors regarding application documents and contracts.

Backup Dispatching Duties

1. Communicates electrical system status, issues, and concerns to field personnel, other employees, contractors, and cooperative members as needed.

2. Dispatches line workers and other personnel to investigate and resolve problems in the electrical system.

3. Answers phone calls and emails on behalf of the Operations Department to coordinate outages, service orders, contractor activities, and general inquiries.

4. Utilize the GVP Outage Management System (OMS) to predict, document, and track system interruptions.

5. Coordinates routine and emergency locates for cooperative members, outside agencies, and the public.

6. Under direct supervision of a manager/supervisor, Coordinates and communicates Clearance Orders to field personnel.

7. Under direct supervision of a manager/supervisor, Coordinates and communicates system switching orders with field personnel and other utilities.

8. Uses the GVP Advanced Metering Infrastructure (AMI) system to verify outages, investigate service quality issues, and perform remote meter connects and disconnects.

9. Monitors weather forecasts and advisories for hazardous wildfire conditions.

10. Performs other tasks as needed while serving as backup to the System Operator.

11. Provides maintenance, reporting, and document management for the following tasks, as directed:

a. System outages and switching procedures.

b. Incident reports for internal and external events.

c. Daily dispatch event log and contact tracking.

d. Construction schedules and work order project status.

e. Underground locate requests.

f. Revenue meter test files.

g. Operations personnel and crew PTO and standby schedules.

h. Contractor schedules and billing records.

i. Contracts and agreements with members, contractors, and external parties.
