Position Overview and Responsibilities:

STATE REVOLVING FUND MANAGEMENT PROGRAM

DIVISION OF WATER RESTORATION ASSISTANCE

This position involves reviewing financial assistance disbursement/repayment requests. This includes reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program regulations and agreements, preparing disbursement/payment authorization forms; and maintaining disbursement spreadsheets for individual projects. Uses spreadsheet software and database to complete disbursements. Prepares and compiles correspondence and memoranda and maintains files in OCULUS. Stays abreast of changes in policies and procedures. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation.

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.

This position assists in interacting with financial advisors, bond counsels and government administrators; evaluating debt obligations, credit worthiness and interlocal agreements of applicants; assuring compliance with state and federal laws and regulations; determining allowable project costs; preparing amortization schedules; evaluating financial assistance application and agreement documents; and reviewing revisions of standard form documents. Recommends operation policies and assists in the establishment of procedures, as required, to implement negotiation of technical private and governmental financial assistance agreements and amendments. Provides daily consultation and assistance to management and staff in the management and operation of the production of financial assistance agreements and amendments. Shares knowledge with staff on best practices.

This position prepares and maintains accurate reports and records describing activities in the assigned area of responsibility including correspondence and memoranda; provides policy and program administration recommendations; prepares documentation for official project files; counsels local government representatives and their consultants and advises them on program rules and policies; keeps abreast of changes in various assistance programs.

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

Minimum Qualifications:

• Valid driver’s license.

• At least 4 years of verifiable related experience. Post-secondary education from an accredited college or university may be used as an alternative for the required four years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

Applicable Job-Specific License or Certifications :

• Obtain and maintain a valid and active Florida Certified Contract Manager certification within 1 year of hire.

Preferred Qualifications:

• Knowledge of Microsoft Word and Excel
• Knowledge of preparing Grants or Loan Agreements
• Knowledge of reviewing invoices and processing disbursements
• Knowledge of Databases
• Excellent communication and people skills.
• Excellent organization and time management skills.

$25.00 per hour
