The Role

Empact Technologies is seeking a qualified Compliance Services Associate (CSA) to join our fast-growing Supply Chain Compliance team in a dynamic startup setting, emphasizing innovation, flexibility, and teamwork. This is a specialized role, seeking individuals with KYC or AML experience to own the due diligence process on a key element of Foreign Entity of Concern (FEOC) compliance.

Under the FEOC rules established by the One Big Beautiful Bill Act (OBBBA) and IRS Notice 2026-15, clean energy developers must determine whether any supplier, contractor, or counterparty qualifies as a Prohibited Foreign Entity (PFE) — including whether a Specified Foreign Entity (SFE) exercises “effective control” through ownership, licensing, or contractual arrangements. This determination requires rigorous beneficial ownership tracing, corporate registry analysis, and counterparty screening — the same disciplines used in financial services KYC/AML compliance.

As a CSA, you will lead the ownership due diligence workstream for Empact’s developer clients, working directly with project counterparties to gather ownership documentation, trace beneficial ownership chains, assess SFE exposure, and document findings in Empact’s platform. You will be the subject matter expert clients rely on.

Key Responsibilities:

• Lead beneficial ownership tracing for all suppliers, EPCs, subcontractors, and other project counterparties, determining whether any entity qualifies as an SFE or is effectively controlled by one.
• Apply KYC/AML-style methodology to trace ownership chains through multi-layered corporate structures, identifying ultimate beneficial owners (UBOs) at the 25% and 50% ownership thresholds applicable under FEOC rules.
• Review and analyze corporate registry documents, articles of incorporation, shareholder registers, operating agreements, and beneficial ownership certifications to substantiate ownership conclusions.
• Conduct adverse media screening, sanctions list checks (OFAC, BIS Entity List, FEOC designation lists), and PEP screening against project counterparties.
• Flag ambiguous ownership structures for legal review and document the risk rationale clearly for each determination.
• Provide guidance, training, and mentorship to project staff on compliance-related matters

What We’re Looking For

Requirements:

• Minimum of 3 years of experience in KYC, AML, or beneficial ownership due diligence experience, ideally in financial services, a Big Four firm, or a compliance/risk consultancy.
• Demonstrated expertise in beneficial ownership tracing, UBO determination, and multi-jurisdictional corporate structure analysis.
• Hands-on experience with corporate registry research and reviewing organizational charts, shareholder agreements, and operating documents to trace ownership.
• Familiarity with OFAC sanctions screening, the BIS Entity List, and other U.S. government designation databases.
• Strong analytical and investigative skills with the ability to synthesize complex, multi-layered ownership information into clear, defensible written conclusions.
• Excellent written and verbal communication skills, including the ability to explain complex ownership determinations to non-specialist audiences such as developers, project managers, and executives.
• Comfort leading client-facing video meetings, presenting findings, and managing counterparty outreach independently.
• Ability to work independently in a fully remote environment, managing multiple active cases simultaneously with strong organizational discipline.
• Bachelor’s degree in finance, legal studies, international business, or a related field.

Preferred Qualifications:

• CAMS (Certified Anti-Money Laundering Specialist), CFE (Certified Fraud Examiner), CCEP (Certified Compliance and Ethics Professional), or equivalent professional certification.
• Prior exposure to FEOC, CFIUS, or other foreign ownership and control regulatory frameworks in the energy, defense, or critical infrastructure sectors.
• Familiarity with IRA tax credit compliance, including domestic content and FEOC requirements, or a demonstrated ability to rapidly learn complex regulatory frameworks.
• Experience with commercial KYC/AML research platforms such as LexisNexis, Dun & Bradstreet, Sayari, LSEG World-Check, or Dow Jones Risk & Compliance.
• Experience conducting enhanced due diligence (EDD) on high-risk or complex-structure counterparties.
• Proficiency in Microsoft Office Suite with strong Excel skills for ownership percentage calculations and case tracking.
