The role includes designing, evaluating, reviewing, recommending, implementing, updating, and maintaining DFPS’ records and information management program. The position works under general supervision, with moderate latitude for initiative and independent judgment. Essential Job Functions Provides assistance to internal and external customers on a variety of matters related to records and information management, including developing relationships with program units to provide technical assistance on policies and procedures. Communicates verbally and written with customers on queries regarding records products and services while following agency guidance and legal restrictions on information sharing. Scans, stores, indexes, and classifies records; maintains understanding of Texas Administrative Code §702.201 on classification. Converts records via scanning to complete records request activities. Gathers information to identify records for correct categorization for retention and release. Provides properly identified records to entitled parties per retention schedule and policy. Maintains knowledge of DFPS IMPACT system to research records responsive to requests. Verifies that requesters are authorized and records disposition logs are maintained. Assists in ensuring timely entry of records tracking tools. Enters and maintains accurate information in records request systems, tracking productions for release and future retrieval. Receives open records requests and works with legal counsel to gather records under the Public Information Act (PIA), ensuring redactions and cost estimates. Completes assignments of providing records per PIA and other statutory requirements. Obtains guidance from records attorney and management to interpret redaction rules. Uses the Texas Office of the Attorney General’s costing tool for charges when warranted. Advises employees and works with legal counsel on transfer of records to storage and destruction per applicable laws and policies. Maintains understanding of storage and destruction protocols. Provides information to employees as requested and refers additional questions to the Records Management Officer. Assists with developing, maintaining, and implementing the records retention schedule. Ensures records are released in conformance with approved retention schedule. Provides input on developing new record series. Assists with setting up records management systems and filing systems. Enters, reviews, and takes action on assigned requests in tracking systems. Validates, researches, authenticates, tracks, and analyses all requests, ensuring routing and timeliness. Prepares, edits, and submits reports to management on work product. May assist with identifying vital records and maintaining vital records protection and disaster recovery plans. Provides input and implements protocols for remediation following a disaster. May assist with developing and conducting records management training for staff. Participates in training reviews and developments, providing real-world examples. Assists in evaluating and analyzing business processes, providing recommendations for improvement. Participates in workgroups to review current processes and streamline as appropriate. Performs related work as assigned. Promotes appropriate respect for cultural diversity among coworkers and contacts. Attends work regularly and on time in accordance with agency leave policy. Knowledge, Skills and Abilities Foundational records management theory and practice. Records management laws, regulations, rules, policies and procedures; concepts of information governance across phases. Computer skills with Microsoft Suite and Adobe Acrobat. Planning and prioritizing work activities. Research skills in fast-paced environments. Establishing and maintaining effective relationships with personnel at various levels and external customers. Ability to research, analyze, evaluate data and communicate guidance verbally or in writing. Application of standardized information management strategies to unusual or critical situations. Ability to follow procedures and maintain confidentiality of information. Effective communication with internal and external customers to manage issues and escalating to management. Registrations, Licensure Requirements or Certifications None required. Initial Screening Criteria Graduation from high school or equivalent. Three years full‑time administrative support, general office, clerical, secretarial or DFPS experience. Current employment experience with DFPS Records Management Group preferred but not required. Additional Information Records Analyst II will ensure all requests and customer inquiries are processed timely and accurately. They will respond to escalation inquiries regarding requests for records professionally and courteously, provide detailed statistical feedback on performance of team members to the supervisor for staff evaluation, prioritize incoming work, assign to team members, interact with program, legal staff and stakeholders, conduct and coordinate training, refer to supervisor any significant changes in protocol or disciplinary actions, manage workflow and monitor overall team production as needed. The position may be housed in San Antonio, Austin or Houston and may be remote. Employment is contingent upon a comprehensive background review. Prior involvement with DFPS may be reviewed for suitability; findings may affect eligibility. Military applicants are encouraged to apply.
