General Summary

The position is responsible for supporting in the administration of the Company's Safety and Health Management System (SHMS) and the corresponding regulations that relate to the safety of our work, for an assigned location in a manner consistent with the code of conduct.

Essential Job Accountabilities

Incident Investigations

* Communicate to appropriate management team (VP, Safety VP (if injury), Construction Manager, Project Manager, Superintendent, Regional Safety Manager, CA Claims Administrator, and Equipment Department if necessary.

* Manage treatment of injured employees, equipment damage, theft, and ensure administration of drug screening.

* Visiting and documenting site conditions for incident review

Schedule and lead incident review with local management team to determine root cause in accordance with GMS guidelines. Schedule and lead committee review if warranted.

* Coordinate with Claims Administrator on processing of claim including but not limited to cost, reporting, treatment, etc.

* Create and send incident review report and hazard alert.

* Ensure implementation of corrective actions are carried out.

Orientation

* Coordinate with Superintendent and Dispatcher on number of new hires, specific craft, and position-specific training needs.

* Set up mobile drug testing or identify a local provider to perform pre-employment drug/alcohol testing. Use the eScreen system for employees sent to a clinic/drug testing facility.

* Identify an office or field location suitable for onboarding. Avoid distracting environments that will pull the attention away from the onboarding presentation, videos, etc.

* Use new hire paperwork packet, Granite Safety Orientation PowerPoint, safety and health orientation checklist, voluntary use of respirator and best practices for all onboarding. If the employee is a supervisor, complete the STP modules found in SharePoint. Additional training items such as Defensive Driver training and company vehicle handbook may be necessary.

* If the employee being hired is a CDL/DOT driver, utilize the FMCSA clearinghouse and ITI driver application platforms. Instructions for these systems is stored in OneDrive.

* Once orientation is complete, supply the new hire(s) with PPE: safety helmet (new hire decal kit), gloves, safety glasses, hi-viz shirt or safety vest, and ear plugs.

* Upload employee driver's license information into QORTA driver system.

Training and Certifications

* Identify training needs with upcoming project tasks or training expirations. (Competent person training every 3 years, OSHA 10/30 every 5 years, forklift/aerial lift every 3 years, FA/CPR every 2 years).

* Coordinate training schedules with Construction Manager, Plant Manager, or Project Management Teams.

* Trainings may be completed in-house or by subject matter experts from outside vendors. Ensure that training material is given by quality presenters to maximize rentention and engagement.

* Log all training on Company Employee Training Record form and input into HCSS skills.

* Monitor and coordinate professional certifications and core competencies to target for Safety Professionals - BCSP certification (CHST, ASP, CSP), ATSSA flagging instructor/traffic control supervisor, EM-385-1-1, OSHA 30, OSHA 500.

* Ensure that all site MSHA training records are in place and up to date in our site training plans and saved in our data base for reference. Schedule and coordinate required annual MSHA refresher training.

Safety Site Coordination

* Check daily dispatch report and coordinate with Dispatcher/Superintendent regarding work schedules and start times (night work, weekends, emergency work, etc.)

* Attend and participate in at least 3 morning safety meetings per week. This is an opportunity to review the Daily Work Plan and JHA with project management team and foreman.

* Job/Plant visits will begin in the morning and last until noon at a minimum. Office work should be reserved to the afternoon after job visits have been completed. *Orientation will push field visits to the afternoon.

* Review HCSS dashboard for outstanding items on projects you are scheduled to visit. Ensure that identified issues have been corrected or help develop an action plan for items still open.

* While on site, meet with project/plant management and foreman to perform safety inspections and discuss upcoming safety needs. Developing relationships with foremen, engineers, and managers is critical.

* Utilize HCSS field on iPad or company phone to perform safety inspections and observations. Focus on employee behaviors as well as compliance items. Be sure to communicate positive findings to supervision and the crew.

Manage Insurance Claims

* Gather information, document and video as needed. Notify required GC management and departments.

* Coordinate with project and GC employees to secure statements and evidence.

* Coordinate with medical facilities, attorneys, claims adjusters, GC Insurance dept.

* Monitor cost, work restrictions, treatment, return to work capabilities.

* Notify and coordinate with agencies when required (OSHA, MSHA, Accident Reconstructionist, etc.).

* Coordinate and ensure repair and or validity of claims with third party (vehicles, structures, utilities, etc.).

* Occasionally Monitor claim cost, progress and resolution with agencies, departments and insurance companies.

Preconstruction Activities

* Attend Pre-Construction meetings and acquire/research information needed to safely start the project.

* Visit work sites to identify areas of concern and review them during the pre-con meeting. This gives us the opportunity to view concerns from the past and ensure that employees are trained and ready to preform the work without the pressure of compromise.

* Review project schedule "look aheads" and ensure safety considerations are addressed prior to beginning new work scopes. Communicate with project management team and supervisor(s) to address concerns. This is an opportunity to identify the potential for specialized training, equipment, etc.

* Review/identify any needed training, testing (IH, dust, employee) that will arise from the area of our work or the work processes that can cause hazardous conditions.

Meeting Preparation and Presentation

* Coordinate and control the development of Job Hazard Analysis (JHA's)

* Visit location prior to Pre-Con if possible to identify any areas or items of concern to bring to the pre-con meeting.

* Prepare, share and coordinate input for monthly operations meetings (power points, presenters, guest speakers, refreshments).

Audits and Inspections

* All Fall Protection devices such as harnesses, lanyards and SRL devices must be inspected every six months for wear/damage that could result in failure of the device, these inspections must be documented.

* Annually, all lifting devices must be inspected by an area safety professional: shackles, slings, clevises and other lifting devices must be removed from service if they are damaged, worn beyond safe use, or made in a country other than USA.

* Must coordinate and execute monthly plant and jobsite audits with the management group (Superintendent, CM).

* Must ensure the submittal and or Certification of devices throughout the year, AED/First Aid Kits (monthly checks and operational), Pressure vessel certifications are conducted (each 5 years or when a new unit is installed),

* Quarterly - MSHA mine ID reports submitted, region plant audits are conducted and documented with a follow up plan.

Education

* Bachelor's Degree in Safety, Occupational Health or related field, preferred or,

Work Experience

* Minimum Two (2) years experience in construction or related safety environment, Certified Safety Professional (CSP) or Certified Health and Safety Technology (CHST) designations are recommended.

Knowledge, Skills, and Abilities

* Extensive knowledge of Fall Protection and MUTCD standards, and DOT regulations.

* Extensive knowledge of Construction Safety Orders.

* Working knowledge of OSHA, MSHA and other state and federal agency guidelines.

* Excellent communication, presentation, and interpersonal skills.

* Ability to teach, mentor and lead.

* Ability to work in high production environment (50+ hours/week, including nights and weekends are expected) and respond quickly and effectively under pressure and deadlines.

* Ability to make independent judgments to manage and facilitate company programs/policies as they relate to the safety of our work.

* The employee frequently is required to stand, walk, sit and use hands to operate a computer keyboard.

* The employee is occasionally required to reach with hands and arms and must have the ability to work at height, in enclosed or confined spaces and climb stairs and ladders in a construction/plant environment.

* The employee must occasionally lift and/or move up to 50 pounds from floor to waist.

* Specific vision abilities required by this job include close vision, and ability to adjust focus.

Base Salary Range:

$79,150.00 - $118,726.00

Pay may vary based upon relevant experience, skills, location, and education among other factors.
