GENERAL DESCRIPTION

Directs and evaluates the activities of circulation technicians and library pages, including planning, project management, scheduling and work assignments.

Essential Duties

ESSENTIAL DUTIES

Handles all escalated customer service issues, including circulation related issues, damaged and lost materials, and questions concerning new library cards.
Responsible for performance appraisals, discipline, vacancies, scheduling, training, on-boarding new employees, policies and procedures, etc.
Provides customer service at front desk as needed to provide back-up and support.
Assists library customers in the use of services, facilities and equipment, including technology.
Balances daily cash and coin-op; prepares re-cap sheet and forwards to City Clerk's office.
Oversees return of books and materials to shelves and other storage areas.
Submits customer Interlibrary Loan requests from the national database (OCLC) and other ELIN libraries.
Arranges job-specific training and recommends professional workshops to staff.
Responsible for adult programming and outreach.
Ability to negotiate balances owed and establish payment plans.
Supervises closing and securing the facility and equipment at the posted closing time.
Maintains responsibility for the management and operations of the Hobbs Public Library in the absence of the Library Director.
Assists Library Director in budget planning process.
Attends Commission meetings, staff meetings and other meetings as needed in the absence of the Library Director.

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor's degree in an accredited University in a closely related field required. Currently enrolled in an accredited University actively pursuing an ALA-accredited (American Library Association) Master's degree in Library Science to be successfully completed within two years upon hire is required.

Two (2) years of compensated supervisory work experience required, preferably in a public library setting.

Knowledge, Skills, and Abilities:

Principles and practices of library administration, supervision, management and personnel administration.
Knowledge and understanding of the Dewey Decimal System.
Knowledge of bibliographic sources of information, and departmental policies pertaining to library services.
Ability to establish effective working relationships and use good judgement, initiative and resourcefulness when dealing with employees, professional contacts, and the public.
Ability to gain knowledge of the library's automated ILS (Integrated Library System) and its uses; and remain current as technology changes.
Ability to adapt to changing work priorities and frequent interruptions.
Ability to work a flexible schedule, including evenings and Saturdays.
Ability to understand, follow and communicate written and oral instructions.
Proficiency with a variety of software programs related to library operations, integrated library systems, email and calendaring applications, and Microsoft Office or Google Workspace.

LICENSING AND CERTIFICATIONS

Valid state-issued driver's license.

Ability to obtain professional permanent certification with the New Mexico State Library within 24 months of hire.

The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
CDL pay - $6,000 per year (if applicable).
PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
Retention Incentive - $600 incentive yearly with years 1-9 of completed service
13 Paid Holidays.
Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
Military Leave - (120 hours per year for general, 183.75 per year for HPD, 360 hours per year for HFD).
