POSITION PURPOSE:
This position performs a variety maintenance, operation, and repair tasks to streets, surface water facilities, buildings, structures and other facilities. Incumbents respond to emergency and weather events to ensure roadways are passable, city utilities are operational, city facilities are accessible and safe for occupancy, and damage to private property from public infrastructure is prevented.

Work is performed under general supervision. Supervisors define objectives, priorities, and deadlines; and assists incumbent with unusual situations, which do not have clear objectives or precedents. Maintenance workers are expected to plan and execute work assignments, handling conditions and challenges in accordance with laws, regulations, city policies and procedures. Work is evaluated conformity to city standard operating procedures and policies.

Maintenance Worker level: Salary Range: $4,963.82 - $6,280.61 per month

This is the entry level classification in the Maintenance Worker series. This class is distinguished from the Senior Maintenance Worker by the performance of the more basic and routine duties. The incumbent may or may not have specific skillset to conduct complex construction, maintenance, and repair duties. Additionally, Maintenance Workers require more training, quality control checks and general supervision than Senior Maintenance Workers. Since this class is considered an entry level position, employees may have limited or no direct work experience.

Maintenance Worker-CDL level: Salary Range: $5,212.04 - $6,594.85 per month
The CDL level classification is distinguished by the Maintenance Worker level by the possession of a Commercial Driver's License.

Essential Duties and Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES - Essential duties and responsibilities include, but are not limited to, the following:

Operation, inspection and maintenance of all equipment and hand tools used by the department to complete assigned tasks.
Respond, as required, to emergency and weather events to ensure roadways are passable, city utilities are operational, city facilities are accessible and safe for occupancy, and damage to private property from public infrastructure is prevented; Operate snowplow and/or deicing equipment to remove snow; deploy deicing chemicals, salt and sand to control ice on City streets, parking lots, and walkways.
Perform maintenance of public rights-of-way including, but not limited to, vegetation management, traffic control device deployment (signs, pavement markings), traffic control device operation, roadway surface repairs, trenching, sidewalk repair, sidewalk installation, ADA ramp installation, curb repair, curb installation and street light repair.
Perform maintenance of stormwater infrastructure including cleaning and repair of catch basins and pipe conveyances, cleaning of water quality facilities and vaults, removing the buildup of roadway shoulder debris, improving surface water conveyances, implementation of erosion and sediment control measures, vegetation management, and sweeping roadways.
Perform maintenance and operations of facilities including equipment repair, equipment troubleshooting, all aspects of cleaning, general repair, hardware repair, electrical repair and installation, plumbing repair and installation, irrigation system maintenance, vegetation management, roof repair, elevator/lift repair, sheetrock repair, lighting repair, lighting installation, and interior and exterior painting.
Track and report on completed work using the city's work order software.
Ensure work is performed in accordance with the city's standard operating procedures and policies.
Respond to public inquiries in the field in a courteous and professional manner by responding with available information and, if the information is unavailable, providing the public with information to contact the appropriate city employee who can respond.
Provide training on equipment usage, means and methods of task performance to city employees.
Serve as an on-call employee in emergency situations requiring Public Works attention.
Perform Public Works inspections as assigned.
Maintain regular and reliable attendance.
Perform duties as assigned.

PHYSICAL DEMANDS, EQUIPMENT & WORK ENVIRONMENT :

Work is primarily performed outdoors, subject to travelling by City vehicle from site to site several times each day. While performing the duties of this job, the incumbent is regularly exposed to wet and/or humid conditions; regularly works in outside weather conditions, and exposed to changing weather conditions such as rain, sun, and snow; and regularly works in confined spaces, pits, open excavations, and heavy vehicle traffic areas on urban streets. The incumbent is frequently exposed to fumes or airborne particles and vibration and frequently works near moving mechanical parts. The incumbent is occasionally exposed to toxic or caustic chemicals and risk of electrical shock; and occasionally works in extreme cold, extreme heat, and on elevated reservoirs. The noise level in the work environment is usually loud to very loud while operating machinery or working near equipment.

Work requires emphasis on safety of city employees and the public. Work may occur at all hours, in severe weather conditions and often in the roadway.

Must meet the physical requirements/demands to flag according to the Washington State Transportation Commission regulations.

Maintenance and operations tasks often require the use of powered hand tools, including but not limited to, chainsaws, jackhammers, plate compactors, backpack blowers, brush trimmers and concrete saws. Work also requires equipment operation including, but not limited to, use of backhoes, streetsweepers, vactor trucks, turf mowers, tractors, excavators, snowplows, graders boom trucks and cranes. Proper maintenance of equipment is a requirement of this position. It is the expectation that Maintenance Workers will gain proficiency and practice safety inspections, operations and maintenance of all tools and equipment.

The incumbent may also be required to work on weekends, evenings, and holidays, subject to call back after normal work hours for emergency work. The incumbent may be required to carry a city phone after hours and on weekends. The incumbent may be required to work alone during work hours and on emergency call outs after hours. The incumbent may also be exposed to individuals who are irate or hostile and must respond in a professional and safe manner.

Qualifications

Education, Training and Experience Guidelines

Education: High School diploma or G.E.D.; and

Experience: Minimum two (2) years of maintenance, repair, and construction experience in streets, storm, or other comparable public works area of service;

OR: Any combination of education and experience, which provides the applicant with the desired skills, knowledge, and ability required to perform the job, may be substituted for these qualifications. Examples of these skills may include the following.

Knowledge of:

Operations, services, and activities of assigned public works maintenance and repair program.
Methods and techniques used in the construction and maintenance of streets, sidewalks, signs, storm drains, parkways, municipal buildings, and other public works systems and facilities.
Function, usage, and operating characteristics of a variety of vehicles, equipment, power tools, and hand tools used in public works maintenance and repair including motorized, pneumatic, and hydraulic equipment.
Basic understanding of the Manual for Uniform Traffic Control Devices (MUTCD), American Disabilities Act Title II, Lake Stevens Engineering Design and Development Standards, OSHA/L&I safety requirements, and National Pollutant Discharge Elimination System Phase II Permit requirements.
Procedures and techniques used in concrete and asphalt work.
Traffic laws, ordinances, and rules involved in vehicle and equipment operation.
Properties of backfill materials, construction materials, concrete, asphalt, hot patch, cold patch, oils, paints, and a variety of other materials used in maintenance work.
Practices and procedures of traffic control.
Confined space entry.
Principles and practices of record keeping.
Occupational hazards and standard safety practices.
Pertinent Federal, State and local codes, laws, and regulations.
General computer skills.

LICENSE, CERTIFICATE, or OTHER REQUIREMENTS:

Possession of a valid State of Washington Driver's License. If driver's license is out of state, must be able to obtain Washington State driver's license within 30 days of hire.
First-Aid Certification or the ability obtain certification within six (6) months of employment is required.
Valid Washington State Traffic Flagger's Card or the ability obtain certification within six (6) months of employment is required.
Valid Washington State Boater's License is preferred.
CDL job class only: Possession of a Class A Commercial Driver License. Ability to drive air brake equipped vehicles with tanker endorsement is required.
Completion of position-relevant background check.
