The Department of Natural Resources, Division of Forestry & Fire Protection (DOF) is hiring a long-term, non-permanent Facilities Manager 2. Under direct supervision of the Fire Protection Deputy Director, this position reviews, evaluates, and provides subject matter expertise on facilities projects for the Division.

Mission and Culture
The Division of Forestry & Fire Protection’s mission is to safely manage wildland fires that pose a threat to life, property, and critical infrastructure on 150 million acres of land throughout the State of Alaska. The Division works closely with federal, state, and local emergency response agencies to provide wildland fire management and protection for the State of Alaska.

This position is part of a high-functioning team that supports the “boots on the ground” to provide for the safety of people, property, and Alaskan resources. Under its multifaceted functions, this position's primary goal is to maintain and enhance the division's mission through adequate and functional facilities. Who We Are Looking For
This position’s primary duty is to represent the Division of Forestry & Fire Protection with the development planning of facilities projects with conceptual design to completion to ensure the state’s interests are included to provide the best value for the State of Alaska’s investment. This position will be the primary point of contact with DOT&PF, contractors, and division personnel to establish space requirements, mission compatibility, and dissemination of information between staff and design engineers. This position will establish working relationships with partnering agencies, develop and adhere to timelines, and coordinate subject matter expertise involvement with operational users of the facilities. This position will report directly to the Deputy Director of the DOF Fire Protection Program and provide regular briefings and project updates to the DNR Commissioner's Office.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in

Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Building and Construction: Knowledge of materials, methods, and the tools to construct objects, structures, and buildings.

Facilities: Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support activities.

Partnering: Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.

Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.

Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or progressively responsible experience in facility management, public or business administration, planning, design, architecture, engineering, construction or maintenance, project or cost management or a closely related field.

Definitions:
“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.

“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.
