As a Building Manager, you will serve s a Senior Property Manager and provide leadership, technical guidance, general administration and policy direction.

Location of position: Public Buildings Service, Manhattan Service Center, Federal Plaza Field Office

Duties

As a Building Manager, your duties will include:

Setting work priorities for optimal technical building maintenance.
Implementing agency policies, regulations, and procedures for use of Federally owned and occupied space.
Directing the operation, maintenance, repair, improvement, and protection of Federally owned property including maintenance equipment, facilities, and surrounding grounds.
Developing, maintaining, managing, and establishing effective safety, fire prevention, and environmental management programs for buildings within the geographical area.
Monitoring and evaluating pre-emergency occupant programs to ensure building evacuations and other exercises are satisfactorily meeting fire safety requirements.
Developing operating plans, budget, and manpower requirements in support of ongoing and proposed programs.
Developing annual and long-range plans while anticipating changing requirements based on input from occupant agency management.
Enforcing GSA policies, regulations, and procedures governing the use of Federally owned and occupied space.
Administering leased space to ensure lessor conformance to lease provisions.
Establishing controls to ensure all building services are provided in a manner that supports agency missions and operating requirements.
Assigning work to subordinate employees. Performing performance appraisals for subordinate employees. Providing feedback on employees' work quality, quality, and timeliness.
Promoting professional and technical development of employees to enhance program quality and employee knowledge. Counseling employees and taking appropriate disciplinary action when necessary.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. The GS-14 salary range starts at $143,559 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as : Experience providing leadership in planning, executing, evaluating, overseeing, and/or administering a large, multi-faceted real property program (i.e., Building/Facilities Operations and Maintenance, procurement and Federal funding, Energy Management, Safety and Environmental Management, Custodial Services, Lease Management and Business Metrics). Such experience must have prepared the applicant to lead a business line function and supervise associates in implementing the vision, mission, and goals of an agency/organization.
