Description

We are accepting applications to fill two (2) full time Engineering Manager vacancies in the Public Works Department in Santa Barbara . Both vacancies are in the department's Transportation division, one in the Capital Maintenance (CM) section and the other in the Construction & Permits (C&P) section.

Under general direction, plans, directs, and evaluates an engineering unit such as construction management, permit processing, budget management, and program management for capital maintenance projects; supervises and trains staff; and performs related duties as required.

Both positions are responsible for the management of their respective sections (CM or C&P); plans, organizes, integrates and directs the activities of their section; represents the Department in matters relating to engineering responsibilities in the Transportation Division; and performs related duties as required. The CM Engineering Manager is responsible for overseeing staff and consultants who prepare plans and specifications (contract documents) for bidding, fiscal management, and asset management of the Division. The C&P Manager is responsible for overseeing staff who administer construction operations of projects procured by Capital Maintenance and Capital Improvement Sections, and review & process permit applications. Both the CM and C&P managers will respectively oversee design and construction phases for various projects such as road improvement, hardscape repairs, traffic signals, retaining walls & bridges, guardrails, signing, lighting, striping, culverts and drainage inlets.

Note: The County is currently engaged in a management classification and compensation project which may result in changes to the job classification.

Pending board approval, effective June 24, 2024, this position is projected to be an Engineering Manager III classification under the new management classification and compensation structure. The salary range for this position is projected to be $65.64 - $83.78 hourly .

If hired into this position on or after June 24, 2024, this position will be at-will and exempt from Civil Service protections.

About the Transportation Division
The Transportation Division maintains 1,650 lane miles of roads in the unincorporated areas of Santa Barbara County. This includes 100 bridges, 9,000 street trees, 48 signalized intersections, and 15,000 street signs as well as pavement markings, painted curbs, and raised traffic markers. This Division is led by the Deputy Transportation Director, with an approximate budget of $104 million and 129 staff.

Examples of Duties

Plans, schedules, assigns, and supervises the work of professional, paraprofessional, and clerical personnel responsible for major phase of an engineering program; directs a staff engaged in the design, preparation of drawings, plans, specifications, and estimates for a variety of public works projects or contracts.
Produces high quality projects while managing multiple tasks and priorities with the ability to deliver multiple projects on-time and on-budget.
Oversees the preparation of plans and specifications (design) for all improvements to the County roadway system; and determines remedies for unique road design or construction challenges using engineering principles.
Oversees the construction of improvements/projects to the County roadway system; guides staff who conduct Resident Engineering and construction inspection of these improvements; ensures compliance of standards and environmental compliance per California (CEQA) and federal (NEPA) requirements; and assists in resolving problems and disputes during construction.
Visits sites and performs field review of subdivision, facilities and infrastructure construction and routine maintenance and repair; and oversees field investigations of complaints from the public and resolves issues and concerns.
Coordinates activities with other divisions, departments, state, federal and local agencies, property owners/land developers, suppliers, contractors, or private consultants, professionals, or engineers.
Coordinates legal issues with County Counsel, may appear in court as an expert witness; represents the County in negotiations with resource agencies for environmental or other permitting.
Applies for grants to boost project delivery capacity for their section.
Leads efforts in asset management in areas like, capital maintenance project delivery (i.e. Road Annual Maintenance Program), Asset backlog, GIS-powered representation of asset data, planning & prioritization of projects, Board/local/state/federal reporting.
Oversees program-level and project-level budget for their section, and closely collaborates with the financial team.
Uses sound logic and facts to make informed decisions with the ability to communicate our mission and intention to the public during public meetings and presentations.
Emergency response and giving concise direction and implementation of strategic plans.
Prepares and administers section budget by compiling necessary data and justification for changes.
Exercises a high-level of independent action and decision making.

Employment Standards

The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:

Possession of State of California Licensed Professional Engineering Registration (PE); AND
Equivalent of a bachelor's degree from an accredited four-year college or university in engineering, construction management, architecture, or a related field; AND,
Seven (7) years of progressively responsible experience in civil engineering including at least three (3) years as a supervisor or manager.
