Description

Works in collaboration with the Division Director, Deputy Division Director, and other Operations Managers to administer public assistance programs, ensuring compliance with federal, state and county rules and regulations. Provides administrative oversight, supervision, and leadership to division staff.

The Ideal Candidate for the Department of Human Services, Child Welfare Division will be someone who possesses the following traits:

1. Experienced human services leader who is innovative and detail orientated, who can provide on-the-job training and technical support, including monitoring the application of program rules and regulations.

2. Working knowledge of human services business priorities that are used to ensure effective delivery of public assistance programs and services.

3. Ability to provide strategic, business focused leadership to human services supervisors specifically supporting culture, employee engagement and performance management.

4. Advanced experience with both business process redesign and workload management practices used to meet state and federal programmatic requirements.

5. Independent self-starter that is deadline driven and comfortable with critical thinking and decision making.

$82,430.04 - $104,419.91 annually plus benefits (see benefits tab on the job posting).

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.

Essential Duties and Responsibilities

The following job duties are established to outline the basic duties and responsibilities of the above captioned position. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Program Administration (30%):

Guides direct reports with monitoring and evaluating workflow using knowledge of business functions, program requirements and economic conditions.

Leads daily workflow meetings which results in making work assignment decisions necessary to accomplish program goals accurately and timely.

Establishes and enforces standards for quality and quantity of work.

Ensues supervisors are providing oversight for work that is performed and that the work product meets accuracy and compliance expectations.

Collaborates with peers to anticipate and plan for program changes by creating and implementing policies and procedures for the division as needed.

Makes recommendations for improved service delivery and offer potential solutions when inefficiencies are identified.

Works with Logistics and County IT teams to make sure that staff have the appropriate equipment and tools to perform work functions. This includes addressing maintenance issues as they arise.

Maintains divisions specific policies and procedures to be used by all divisions staff in the administration of public assistance programs.

Collaborates with division leadership team to ensure adequate coverage for all business units and for the overall daily divisional operations.

Supervision/Leadership (40%):

Directly supervises Assistance Payments Supervisors and other support staff as assigned.

Creates and environment that fosters a high level of employee engagement within the division by ensuring both supervisors and staff are provided adequate resources, clear expectations, and frequent communication.

Engages and leads in a positive, continuously improving, and professional work environment.

Addresses employee concerns and resolves problems in collaboration with both the division and department leadership and county human resources as necessary.

Assists in identifying educational and professional development opportunities for supervisors within the division.

Evaluates staff performance, ensuring that county, state and federal rules and regulations along with department and division expected outcomes are achieved.

Tracks and ensures performance evaluations for all division staff are completed and addressed timely.

Data Analytics (20%):

Uses tracking data to identify trends in customer volume and need, making changes in work assignments to achieve division goals and outcomes.

Conduct training in a group setting and individually.

Uses analytical tools and abilities to identify operational efficiencies.

Uses analysis to predict future business needs and projected outcomes.

Collaborates with leadership team to analyze, interpret, and recommend rule and statutory changes, ensuring program integrity, quality customer services and streamlined application of business processes.

Business Acumen (5%):

Exemplifies critical thinking and problem-solving skills. Including comfort with data driven decision making.

Establishes and maintains professional working relationships with division staff, supervisors, community partners and other department staff.

Develop strategic goals to ensure excellent customer service delivery outcomes.

Other Duties as Assigned (5%)

Travel to satellite offices as needed to provide supervision and oversight of staff and remote business processes.

Qualifications

A high school diploma or GED,

AND;

Four (4) years full time professional experience supervising and managing employees that includes directing work activities, recruitment and selection, performance management, discipline, and separation and evaluating employee performance.

Six (6) years of full-time professional work experience involving a high level of customer interaction. Administration in a Professional setting.

Successful completion of a bachelor's degree in business administration, one of the behavioral sciences or public administration may be substituted for four (4) years of the required work experience but not for the mandatory supervision and management of staff.

Candidate must possess ability to keyboard at 35 words per minute.

Candidate must possess a driver's license and liability insurance by the employment start date and maintain a valid license for the duration of employment. Must provide own transportation and be willing to travel throughout Weld County.

Candidate must pass human services background check prior to employment start date.

PREFERRED QUALIFICATIONS:

Bachelor's degree in business administration, one of the behavioral sciences, public administration, or related field.

Working experience with the Colorado Benefits Management System (CBMS)

Experience with process improvement methodologies such as Lean, Six Sigma or Agile.

Other Necessary Requirements

WORK ENVIRONMENT:

This position is located primarily in the Greeley office, with some occasional need to travel to one of the satellite offices in Ft Lupton and Del Camino.

Standard working hours are M-F 8a.m. to 5p.m.

While this is primarily and in office position, there are limited, infrequent, opportunities after completing training for teleworking, the amount is based on the division telework plan must be approved in advance by the supervisor.

Medical/Dental/Vision Plans

Weld County offers two medical plans through Aetna. Employees who enroll in one of the health plans must enroll in dental and vision. There are two vision plans and three dental plans to choose from. Dependents may also be enrolled. Questions regarding eligibility and premiums should be directed to Human Resources.

Life Insurance

Weld County offers employees a Basic Term Life Insurance policy in the amount of 3 times their annual salary. Eligible employees must regularly work at least 20 hours per week. The plan is provided at no cost to the employee. Employees also have the option to enroll in supplemental term policies for themselves and their dependents. Rates for those supplemental plans are based on age.

Long Term Disability Insurance

Weld County pays the premium for Long Term Disability Insurance for any regular employee that works at least 20 hours per week. The policy provides a monthly benefit of 60% of monthly base salary (maximum benefit of $8,000/month) after a 6 month waiting period.

Short Term Disability Insurance

Weld County offers a Short Term Disability plan through Cigna to any regular employee that works at least 20 hours per week. The premium is paid 100% by Weld County and the plan pays a monthly benefit of 60% of monthly base salary after the employee has been off work for 30 days and exhausted all of their own sick and vacation time.

Paid Leave

Weld County offers paid vacation, sick leave and holidays. Specific information regarding these benefits can be obtained from Human Resources.

Retirement

All full time regular employees at Weld County (except Health Department employees) participate in a mandatory defined benefit retirement plan. The employees contribute 9% of their base salary on a before tax basis to the fund. Weld County matches that amount starting with the employee's first paycheck. Weld County employees also pay Social Security/Medicare (7.65%). In addition to the mandatory plan, employees have two optional deferred compensation plans to choose from. The 401K and the 457 plans are administered by Principal Financial.

Employees at the Weld County Department of Public Health and Environment do not participate in the Weld County Retirement plan. Instead they contribute 9.0% to the Colorado Public Employees' Retirement Association (PERA) and only contribute to Medicare (1.45%). Health Department employees also have the option to contribute to a PERA 401K plan.

Section 125 and Flexible Spending Accounts

The Section 125 program allows employees to pay the premiums for the county's medical, dental and vision plans with pre-tax dollars. Flexible Spending Accounts are also available for unreimbursed medical expenses and day care expenses.

Voluntary Benefits

Employees at Weld County have the following Voluntary Benefit plans available to them through AFLAC. Aflac offers an Accident plan, Critical Illness plan and a Hospital Indemnity plan.

Recreation Center Discounts

As part of the Weld County Wellness Program, employees are given discounts at the Greeley Recreation Center, the Family Fun Plex, Johnstown Family YMCA and the Ft. Lupton Recreation Center. Active and Fit Memberships also available.

Tuition Assistance

Regular employees who work at least 20 hours per week and have been employed with Weld for 6 months may be eligible to receive tuition assistance for qualified college courses.

Benefits effective date is the first of the month after you have worked one full pay period.
