Class Concept

The City of Dublin is seeking a full-time Construction Manager to serve with the Division of Engineering's Design & Construction team. This position will provide construction project management and field decisions for a variety of transportation and infrastructure projects. Tasks will include administration of construction projects, adherence to project schedules and timeframes, claims mitigation, change order management, invoice payment, requests for proposals, managing consultants, coordinating internal and external reviews, ensuring compliance with permits, assist with bidding, processing and maintaining appropriate project records, and utility coordination.

Primary Focus: Reviews construction drawings, development plans, zoning proposals, and engineering studies for conformance to Federal and state regulations and City code. Oversight of construction methods and materials to resolve field conflicts and ensure compliance with contract documents. Performs independent research and analyses for significant and complex engineering projects. Prepares findings for senior engineer or manager's review and assists in presentations to City leadership, Council, and community organizations. Target Hiring Range is between $95,000-$125,000.

Given the nature of this classification's duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

Supervisory Responsibilities: Supervises, Engineering Technician II's, and Engineering Project Inspectors.

Examples of Duties

Essential Functions: Serves as construction project manager for complex, technical engineering projects that involve input and approval in multiple engineering specialty areas and require final approval by the City Council, Planning and Zoning Commission, or similar body; develops, recommends, and manages project budgets, cost estimates, schedules, requirements, documentation, and deliverables for approval; coordinates team members, prepares and presents status reports, ensures schedule and budget are met, and follows through with any necessary inspections.

Reviews plans for Capital Improvement Projects, complex residential and/or commercial developments for compliance with City codes and standards, contract specifications, and federal and state regulations; leads significant engineering projects for street and bridge maintenance that typically have budgets of more than $250,000 and require more than 3 months to complete; reviews and approves assigned work of other engineering staff, consultants, or city staff members.

Coordinates with various utility companies to install/relocate their facilities as necessary for City projects; oversees the review and processing of right-of-way permits.

Develops and implements new inspection documentation and project management methods and software.

Responds to concerns from residents, police, or others and conveys complex engineering information to non-technical individuals; communicates, coordinates, and collaborates with residents, staff, developers, and community leaders.

Assists in the development and utilization of City of Dublin design and construction standards; updates and reviews the City's standard construction drawings, general conditions, and contract notes.

Oversees field reviews and evaluations for significant large commercial and/or residential development projects, major repairs, or construction of City infrastructure; responds to questions and approves solutions to construction problems.

May negotiate with property owners to acquire interests needed for City projects; manages property/right-of-way acquisition or easements related to the construction of projects.

Reviews and revises reports, presentations, and other engineering documentation for a non-technical audience to ensure that issues have been effectively documented and described for decision-makers; represents the City in meetings with City council, City leadership, and community organizations when it is critical that technical aspects of an issue or project are clearly and effectively communicated; prepares documentation on complex technical issues in area of expertise to ensure the best technical thinking is utilized.

Represents the engineering function on City-wide projects or initiatives where engineering considerations are an important aspect of project feasibility, design, and completion and personal technical expertise will be of significant benefit to the project team.

Evaluates background data and site conditions to select and develop solutions for major construction problems and/or issues including conflicting design requirements, unsuitability of standard materials, difficult coordination requirements and the like. Provide assistance to support staff on complex technical issues involving the interpretation and application of engineering principles, theories, and concepts and provides innovative and effective solutions.

Completes research projects, including identifying data requirements, collecting and reviewing data, analyzing results, and develops findings and recommendations. Prepare final research documentation, including reports, presentations, and policies using a combination of standard formatting and the creation of new formats for effective communication that translates into language that is understood by non-technical staff, Council, city leadership, neighborhood meetings, council subcommittees, and community organizations.
Maintains records and GIS data to facilitate accurate infrastructure planning/budgeting.

Supervises Engineering staff in the area of workforce management; effectively investigates issues that are in conflict with the City standards and Core Values; uses facilitation and mediation techniques in providing conflict management with employees, residents, and external parties.

Performs other related duties as assigned.

Typical Qualifications

Minimum Qualifications: Bachelor's Degree in a relevant field of study, a minimum of 5 years of experience that demonstrates effectiveness in leading construction engineering projects, expertise in one or more specialty areas relating to City engineering services, and demonstrated ability to effectively advise and assist in technical aspects of projects. Construction Management Certification, Professional Engineer or NICET level 4 preferred.

Physical Requirements: Ability to use computer terminals for sustained input and processing.

Ability to endure a variety of climatic and temperature conditions, sometimes in active construction sites and hazardous areas and conditions, often in areas of moving traffic.

Ability to operate standard office equipment in the performance of essential functions (e.g. copier, fax, personal computer, telephone).

Ability to occasionally lift and move objects weighing 10 - 15 lbs.

Special Requirements: Valid driver's license.

HEALTH SAVINGS ACCOUNT/HEALTH REIMBURSEMENT ACCOUNT
Annually, the City will deposit 75% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium for 1.5 times your salary up to $150,000 term life insurance coverage for the employee. Supplemental insurance is available.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation their first year. Vacation time increases with length of service time. Prior public service may be honored as service credit for vacation accrual.

PERSONAL LEAVE
Employees receive five prorated days of personal leave annually.

SICK LEAVE
Employees are advanced three sick days at the time of hire and accrue nine sick days in total annually.

OTHER
Ten paid holidays per year, employer paid short term disability, tuition reimbursement of up to $5,000 annually, recreation membership , and longevity pay after four years of full time completed service with the City of Dublin.
