Description

Rusk County is seeking an Operations Manager at the Highway Department. The holder of this position is responsible for the daily supervision of the Highway Department foremen and crew. Will coordinate and provide on-site supervision assuring adequate production and compliance with safety policies while maintaining high standards of workmanship. This position reports directly to the Highway Commissioner.

Examples of Duties

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Assigns daily highway maintenance tasks and needed equipment to patrol personnel. Oversees equipment and machinery preparation for the day's activities.
2. Organizes, schedules, and directly supervises all construction projects including highway maintenance, culvert replacements, paving projects, and asphalt production while ensuring traffic control and other safety policies and procedures are being followed.
3. Approves needed materials for road maintenance and repair on a daily, weekly and seasonal basis while monitoring equipment and labor usage.
4. Maintains inventory of all road maintenance materials.
5. Directly supervises paving layout and operation logistics including dispatch of trucks and bituminous equipment.
6. Coordinates maintenance and repair work with Wisconsin Department of Transportation (DOT) and municipal officials. Advises Highway clerical staff to notify road closures to the Sheriff's Department, fire departments, emergency services, radio station and other affected public agencies.
7. Inspects sites and approves permits for private work on highway right-of-way's including culverts, utilities, signing, sidewalks, and driveways in the absence of the commissioner.
8. Responsible for orientation and ensuring completion of safety training for newly hired crew and shop members.
9. Patrols highways to assess for repairs, signing, maintenance, and snow and ice removal.
10. Assigns personnel and machinery for winter maintenance activities and major storm events.
11. Evaluates culverts and maintains an inspection rating log and map of sign conditions and culvert inspections.
12. Assumes a part of the rotation for emergency on-call duties.
13. Reviews, edits & follows up with crew members for correction of time cards before approving them for submission to the Finance Department.
14. Schedules and approves time off for highway crew and shop members.

Physical and mental abilities required to perform essential job functions:

3. Ability to utilize a variety of advisory data and information such as budgets, weather reports, auto collision reports, trade periodicals, right-of-way permits, blueprints, materials inventory lists, DOT highway maintenance and design manuals, technical operating manuals, State Statutes, DOT road and bridge specifications, County ordinances, memos, photos, procedures, guidelines and non-routine correspondence.
4. Ability to communicate orally and in writing with department personnel, engineers, DOT personnel, township officials, law enforcement personnel, Emergency Government personnel, general public and news media representatives. Effective public relations skills are essential.

Mathematical Ability:
Ability to calculate percentages, fractions, decimals, volumes and ratios. Ability to interpret basic descriptive statistical reports.

1. Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing and controlling.

Physical requirements and environmental adaptability:
1. Abilit to operate equipment and machinery requiring monitoring multiple conditions and making multiple, complex and rapid adjustments, such as excavator, paver, trucks, loader, motor grader and dozer in emergency situations. Ability to operate an air compressor, calculator, transit, mechanic's and carpenter's tools. Ability to maintain equipment and machinery.
2. Ability to coordinate eyes, hands, feet and limbs in performing skilled movements such as operating heavy equipment and tools.
3. Ability to exert mildly heavy physical effort in moderate to heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing and pulling.
4. Ability to recognize and identify degrees of similarities or differences between characteristics of colors, forms, sounds, odors, and textures associated with job-related objects, materials, and tasks.
5. Ability to work under mildly unsafe and uncomfortable conditions where exposure to environmental factors such as temperature variations, odors, toxic agents, noise, electrical current and/or dust can cause discomfort and where there is risk of injury from machinery and/or vehicular traffic.
