The Neighborhoods Department is actively seeking a Housing and Community Development Regulatory Specialist.

This is professional compliance, planning, and regulatory work in preparation and maintenance of all elements of the comprehensive plan and supporting documents. Work requires an understanding of, and application of the theories, principles and practices of regulatory work usually gained through degree granting schools or equivalent training and experience. Contacts with others require skills in understanding, persuasiveness, and influencing people, ensuring compliance and regulatory application, discussing, and resolving work-related issues and problems, and presenting and defending recommendations and decisions. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations The position has the latitude to determine which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of independent judgment in search for solutions or new applications. Work is performed primarily in an office environment though the employee may be required to make field visits to project sites in order to evaluate project or gather statistical data. Operates vehicle and standard office equipment including personal computer. The physical demands consist mainly of sitting at a workstation for extended periods of time, occasionally lifting and moving light objects or file boxes, and visiting field sites. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards and/or well-defined policies and the employee plans and organizes the work, determines their own priorities and work is usually reviewed after the fact in terms of quality, volume, timeliness and for adherence to established methods, standards, and policies.

Examples of Work

Identifies and analyzes key planning issues, goals, and objectives.
Creates, maintains, analyzes, and disseminates HUD required Environmental Reviews and Assessments, planning and environment compliance information required for multiple Housing and Community Development programs and must be in regulatory and contractual compliance before any funding contract can be issued.
Maintains strong relationship with HUD officers and local, regional, and federal staff.
Reviews and prepares recommendations for development proposals.
Represents the division, department, and coordinates with other public, governmental, and private sector, subrecipients, and individuals to ensure effectiveness and implementation of elements of the Environmental Review/Assessments.
Involves frequent contact with other government agencies, developers, grant recipients, and citizen groups to secure and exchange information, evaluate, and assess need, and seek cooperation.
Establishes and maintains various types of informational files.
Prepares and delivers verbal, written, and visual presentations concerning planning and environmental compliance activities to grantees, citizens planning advisory committees, governmental agencies boards, commissions, and city council.
Conducts environmental review/assessments to HUD regulations, including CDBG Disaster Recovery.
Supports division and department in planning, mapping, GIS, and producing related special reports.
Maintains webpages for the Housing and Community Development Division, Jacksonville Housing Finance Authority (JHFA), Jacksonville Housing and Community Development Commission (JHCDC), and the Mayor's Commission on the Status of Women (MCSW).
Operates a motor vehicle and standard office equipment such as personal computers using specialized ArcGIS software, word processing, spreadsheets, database, and other related software and audio-visual equipment.
Demonstrates proficiency in the City of Jacksonville's competencies.
Performs related duties as required.

Open Requirements/Supplemental Information

Eight (8) years of education and/or professional experience in compliance, grant programs, evaluation, research, contractual practices, and knowledge of grant requirements.

Bachelor's degree or higher from an accredited institution is preferred.
LICENSING/CERTIFICATION/REGISTRATION:

A valid driver's license is required prior to appointment and must be maintained during employment in this class.
Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.

OTHER REQUIREMENTS:

The probationary period for this class is six months.
