Duties

You will design and develop assigned pay and entitlement segments of MCTFS with a view toward refining and increasing responsiveness of the pay system at both central site and field pay offices.
You will remain familiar with travel regulations and travel system processing (Defense Travel System (DTS), MCTFS-Travel, Integrated Automated Travel System (IATS)) in order to develop and maintain system logic and processing.
You will provide technical advice to design and programming analysts and works with data processing technical specialists in the application of data capture, transmission, and processing technology to modernize pay systems.
You will provide fiscal and technical (data processing) guidance, and procedural training for functional applications of system(s) processes for user, system analysts, management, and higher headquarters.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.You must achieve this level within prescribed timelines.Certification requirements are in DoD Instruction 1300.26.
Generally, current Federal employees applying to GS jobs must serve at least one year at the next lower grade level.All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing travel regulations and travel system processing (Defense Travel System (DTS), MCTFS-Travel, Integrated Automated Travel System (IATS), conduct functional systems' analysis (financial and technical), and analyzing system processing for deficiencies/problems.
