TITLE

Capital Project Manager

JOB SUMMARY

The Capital Project Manager Plans, directs and coordinates all aspects of the capital multi-million dollar, large scale, high profile and complex projects that may last 4-5 years in duration in addition to multiple small projects, all together equaling several million dollars. Responsible for the day-to-day management of all phases of capital projects from development of concept, through project initiation, completion of construction, occupancy and completion of the warranty period. Point of contact for stakeholders on campus and representative for the university when working with designers, consultants, vendors, contractors, and local and state officials. Work is performed under general supervision of the Director, Planning & Design Services and performance is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

ESSENTIAL DUTIES - May include, but not limited to the following:

Ensures the performance of contractors and consultants, negotiate change orders, monitor project schedules, manage construction administration and project close-out process.
Ensures goals and objectives of the projects are accomplished within prescribed time frames and funding parameters.
Demonstrates strong leadership in managing all consultants, contractors, and project teams internal and external.
Provides overall project management to include collaborating with internal and external constituencies to ensure successful planning and programming of spaces, scopes of work, and development of schedules and construction of new facilities.
Provides successful budget control; timely execution of change orders and schedule; management of contract and contractors; records management pertaining to the construction project; and quality control in compliance with industry and institutional standards.
Duties and responsibilities will cover Denton, Dallas and Houston as required.
This position will help lead in the development of university & department wide policies and procedures for major projects through a complex decision process involving research, coordination & cooperation with other university departments.
Serves as technical advisor for constructability and architectural design for the department, address and manage critical issues impacting project quality and safety, and serve as the liaison with architects, contractors, consultants, etc., providing direction regarding project objectives, schedules, and budget.
Works to integrate and manage OM and Life Cycle tracking of building systems.
Tracks milestones and timelines on projects by employing effective metrics to assess progress against stated goals; analyzing and resolving issues that impact project schedules and budget projections, and recommending solutions and interventions.
Makes regular inspections of construction projects and attending regular and special project meetings to assess progress against project goals and schedules, and ensuring work is completed to contract specifications.
Coordinates contractor activities with campus constituencies to minimize disruption to academic and other College programs and activities.
Prepares and reviews estimates and schedules at all project stages, preparing trend reports of impacts of design developments and new requirements on project costs and schedules, and leading value engineering efforts to correct/address adverse trends.
Manages production of preliminary layouts of spaces for proposed renovation, furniture, and equipment.
Develops project scopes of work, cost estimates, and schedules while managing customer expectations and relationships.
Interprets and applies appropriate regulatory requirements, safety guidelines, life safety codes and local standards to supervise project safety performance.
Assists in the coordination, oversight, solicitation, and procurement of professional consultant services and contracts for architects and engineers, including the preparation of request for proposals, invitation for bids, and related formal solicitation documents.
Assists with the preparation of complex statements of work; plans and specifications, and solicitation documents and review of the same.
Coordinates/assists in the selection of professional design firms and coordinates comments to drawings and specifications during the design process.
Coordinates/assists in the preparation of bid documents for procurement of construction services, and the selection of contractors.
Works collaboratively with others in the preparation of necessary documentation for contract award. Ensure Historically Underutilized Business (HUB) procurement conformance.
Coordinates approval procedures with the Board of Regents (BOR), Texas Higher Education Coordinating Board (THECB) and other associated State agencies.
Assists in the coordination of project and material standards to be reviewed and approved by management.
Plans, assigns, and manages activities of consultants, providing advice, instructions, and ensuring design accuracy and completeness.
Assists departments in evaluation of needs, identification of priorities.
Develops and updates Project Status Reports and/or Tracking Systems.
Schedules, coordinates, and communicates with end-users, administrators, various departments, and Facilities Management & Construction (FMC) as necessary to provide project status, information regarding planned utility outages, and construction activities or interruptions affecting building occupancy or traffic.
Reviews, processes, and approves construction related RFIs, ASIs, cost proposals, change orders, invoices, pay applications, and other related project documents.
Coordinates inspections and the involvement of the University's trade shops and departments associated with the project.
Collects and disseminates a complete set of project closeout documentation.
Coordinates and assures closure of project accounts with the Manager, Planning & Design Services.
Updates monthly reports.
Assists in the development of policies, procedures, and standards to assure conformance with design criteria and compatibility with existing features.

Addresses and manages critical issues impacting project quality and safety.
Conducts special studies for evaluation of existing buildings and systems.

ADDITIONAL DUTIES

Inspects quality and quantity of materials, quality of workmanship and construction methods for deferred maintenance projects.
Provides access for contractors into occupied buildings.
Supports Manager, Planning & Design Services in business activities.
Assures that deferred maintenance contractors establish and maintains a safe environment.
Assures the accuracy of all reporting data.
Performs other duties as requested.

EDUCATION

Bachelor's degree in architecture, engineering or construction management from an accredited Institution. Master's Degree preferred. Architect or Engineer licensed by the Texas Board of Architectural Examiners or Texas Board of Professional Engineers preferred. Certification as a Project Management Professional (PMP) as administered by the Project Management Institute, preferred. Leadership in Energy and Environment Design LEED Certification, preferred.

EXPERIENCE

A minimum of 10 years responsible professional experience in planning, contract administration and technical supervision, and construction and project management. Experience with an educational institution, hospital, or contractor specializing in institutional buildings. The candidate should have at least three years of experience commensurable to the statement of duties and responsibilities to perform this job and or equivalent combination of education and experience. Experience with Institution of Higher Education preferred.

REQUIREMENTS

Valid Texas driver's license and a safe driving record such as required by the university for Driver's Authorization.

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:

Ability to organize and execute small and large projects.
Technical writing skills sufficient enough to author contracts, specifications, reports, and general office, university or divisional policies and procedures.
Ability to manage demanding schedules, extremely tight budgets or difficult sites, and have a significant impact on operations.
Demonstrated knowledge of various project delivery methods, including Design-Bid-Build, Design-Build, and Construction Manager at Risk.
Knowledge of complex and detailed technical contract language.
Excellent interpersonal communicative and strong organizational skills.
Good computer software skills including MS Word, Excel, etc.
Advanced knowledge of NFPA Life Safety Code 101, ADA, planning & design, and construction.

Production-level skills in computer aided drafting (CAD) and Building Information Modeling (BIM) are preferred.
Experience with permitting, code compliance and local, state, and federal regulatory requirements.
Ability to use a personal computer and other office equipment, including related university software and email.

The employee may be required to travel to remote work sites and work evenings and weekends. The employee must have the ability to ascend and descend ladders and stairs and lift or move up to 50 pounds.

WORK ENVIRONMENT

May be required to work in locations that involve hazardous environments requiring protective equipment that conforms to OSHA regulations and some physical discomfort due to temperature, dust and noise.
